The Committee went through their programme for the period 17 January to 11 March 2005.

Discussion centred on the three meetings that had been scheduled for 19 - 21 January. These meetings were arranged to allow eight government departments to jointly present feedback on the Children's Bill. It was noted that the current meeting was poorly attended and some committee members present indicated that they would not be able to attend the meetings scheduled for the rest of the week due to other commitments, such as the start of schools on the 19th.

The committee secretary noted that the committee had to cover much work during this session. Special permission had had to be obtained from the National Assembly House Chair, Mr Doidge, to meet in January. It was not possible to rearrange the plans made to have all these departments present. [The following departments had confirmed: Office of the Rights of the Child in the Office of the President, Social Development, Labour, and Justice. Also expected were Health, Education, Home Affairs and Treasury.]

Despite the expected low attendance, the Committee decided after an extended discussion to go ahead with the meeting of the 19 January. The committee secretary was asked to phone absent committee members to ensure that they were available for the meetings.

It was agreed that the committee had to look at the problem of poor attendance at meetings. The Chairperson of the Safety and Security Portfolio Committee, Ms Sotyu, stated that her committee members would not be allowed such leeway and would be expected to attend planned meetings. It was suggested that the whips talk to committee members.

The Committee agreed that it should meet the following week rather than attend the general training scheduled for MPs, the Secretary will arrange if possible. The committee researcher, Mr F Abrahams, suggested that during that week, the Committee look at those clauses of the Section 76 Bill that the Department proposed be retagged and be brought into the current Section 75 Bill. This should happen before the technical briefing by the drafter, Ms R van Zyl, on 3 February.

A concern was raised that the proposed Thursday meetings in the Draft Committee Programme may clash with party caucus meetings.

All aspects of the work of the committee is to be discussed during the Budget Vote Hearings.

Adv Masutha (ANC) enquired about international trips, the secretary advised him that there was money in the budget, but the committee would have to decide if trips were necessary to compliment decision-making on the legislation in front of them.
