Standing Committee on Appropriations

The Standing Committee on Appropriations (National Assembly) invites you to make written and/or oral submissions on the 2024 Gold and Foreign Exchange Contingency Reserve Account Defrayal Amendment Bill (the Bill). The Bill was tabled with the 2024/25 national budget by the Minister of Finance on 21 February 2024. The Money Bills and Related Matters Act, No. 9 of 2009 [as amended by Act 13 of 2018], requires Parliament to conduct public hearings and to report on all Bills.

The Bill seeks to amend the Gold and Foreign Exchange Contingency Reserve Account Defrayal Act, 2003, so as to provide for direct charges against the National Revenue Fund for the requirements of the South African Reserve Bank and reporting thereof; and to provide for matters incidental thereto.

Public hearings on the Bill will be conducted via virtual media platforms by the Standing Committee on Appropriations on Thursday, 14 March 2024. The closing date to make submissions or indicate your intention to make an oral presentation is at 12:00 on Tuesday, 12 March 2024.
