Report of the Portfolio Committee on Public Service and Administration on African Association of Public Administration and Management (AAPAM) workshop – South Africa, dated 22 August 2007: 

Introduction


The African Association of Public Administration and Management (AAPAM), in conjunction with the Department of Public Service and Administration (DPSA) held a consultative workshop on the 18-19 July 2007 in South Africa. The aim of the workshop was to look at the establishment of a South African branch of the African Association of Public Administration and Management (AAPAM).

Delegation

The Committee was represented by Hon. MR Baloyi (ANC) (Leader of the Delegation), Hon. M Tlake (ANC) and Hon. U Roopnarian (IFP).

Observations

It was appreciated that the Department facilitated the conference for the stated purpose. However, South Africa has two organizations established to deal with issues that the envisaged association will focus on, i.e. the South African Association of Public Administration (SAAPAM) and the Association of Southern African Departments of Public Administration and Management (ASSADPAM).

Workshop resolution

It was resolved that the Department, SAAPAM and ASSADPAM should discuss the matter among themselves and report later.

Conclusion

The members recommended that the three stakeholders, namely: the DPSA, SAAPAM and ASSADPAM should brief the Committee on the progress of the discussions that should take place after the workshop.
