Report of the Select Committee on Communications and Public Enterprises on the Repeal of the Overvaal Resorts Limited Bill [B 36-2017] (National Assembly – sec 75), dated 20 March 2019:
 

The Select Committee on Communications and Public Enterprises, having

considered the subject of the Repeal of the Overvaal Resorts Limited Bill [B 36-2017] (National Assembly – sec 75), referred to it, reports that it has agreed to the Bill.

 

Process followed by the Committee

 

The Bill was referred to the Select Committee on Communications and Public Enterprises on 20 November 2018. The Committee received a briefing from the Department of Public Enterprises on 13 February 2019. The Committee, acting in accordance with its constitutional obligation to facilitate public participation, invited interested parties to submit comments on the Bill.

 

The Committee advertised the Bill on 11 December 2018 inviting all interested stakeholders to submit written submissions and to indicate whether they would like to make an oral submission to the Committee. The invitation was advertised for a period of three weeks, from 18 December 2018 – 11 January 2019, in community newspapers in all eleven (11) languages as well as on the parliamentary website.

The Committee received only one submission (from the Forever Consortium BBBEE Forum) prior to the closing date. This submission was considered and the Forum was invited to make an oral submission.

 

On 13 and 20 February and on 20 March 2019, the Committee deliberated on the content of the Bill and considered the issues raised in the public participation period and the Department’s response thereto.
