Report of the Portfolio Committee on Environmental Affairs on Petition received from Kempton Park residents, dated 20 March 2019

 

The Portfolio Committee on Environmental Affairs, having considered the petition on 14 November 2018 and 19 March 2019, reports as follows:

 

  1. Background

A petition from residents of Kempton Park, calling on the Assembly to investigate the enforcement of the National Environment Management: Waste Act, 2008 (Act No. 59 of 2008) in the Ekurhuleni Metro to ensure regular and reliable refuse collection, submitted in terms of Rule 347 by Hon M Waters, was referred to the Committee on 8 October 2018. The process for the Portfolio Committees to process the petitions is regulated in Rule 337(d) of the National Assembly which makes provision for the Speaker to table written instruments including special petitions and other petitions of a general nature.

 

  1. Process followed

The Portfolio Committee invited the residents from Kempton Park and who were represented by Ms A Davison on 14 November 2018 and the Ekurhuleni Metropolitan Municipality and the Gauteng Department of Agriculture and Environmental Affairs on 19 March 2019, respectively, to brief the Committee on the petition.

 

  1. Recommendation

The Portfolio Committee on Environmental Affairs, having considered the petition, reports that it was satisfied with the work done by the Ekurhuleni Metropolitan Municipality and the Gauteng Provincial Department of Agriculture and Environmental Affairs in addressing the refuse collection matter and resolved that it would communicate feedback to the residents.
