REPORT OF THE SELECT COMMITTEE ON APPROPRIATIONS ON THE ADJUSTMENTS APPROPRIATION BILL [B25B – 2017] [NATIONAL ASSEMBLY (SECTION 77)], DATED 1 DECEMBER 2017
 

The Adjustments Appropriation Bill [B25B – 2017], as amended by the Standing Committee on Appropriations of the National Assembly, was referred to the Select Committee on Appropriations on 30 November 2017. In order to streamline the processing of the Bill and contain costs, the Select Committee on Appropriations had already received a presentation on the original Bill, as tabled by the Minister of Finance on 25 October 2017, during a joint meeting with the Standing Committee on Appropriations of the National Assembly on 22 November 2017. Subsequently, the Standing Committee amended the original Bill, to the amount of R100 million, after receiving submissions from National Treasury and the Department of Home Affairs. On 1 December 2017 National Treasury briefed the Select Committee on Appropriations on the background to, and nature of, the amendments.

 

In order to facilitate public participation, the Select Committee on Appropriations had also held a joint public hearing with the Standing Committee on the original Bill, as well as the 2017 Medium Term Budget Policy Statement (MTBPS). The Committees advertised in newspapers in all 11 official languages, calling for the public and interested parties to make submissions on the Bill and the MTBPS. Submissions were received from the Rural Health Advocacy Project (RHAP); the Studies in Poverty and Inequality Institute (SPII); the United Nations Children’s Fund (UNICEF); Mr E Matlala; as well as the following civil society organisations who made a joint submission: The Public Service Accountability Monitor; Section 27; Equal Education; the National Shelter Movement of South Africa; the Heinrich Boell Foundation and the SPII. Oral presentations were also made during the hearing on 24 November 2017 by UNICEF and the joint civil society organisations; and by the RHAP on 10 November 2017. In addition, the Committees consulted the Financial and Fiscal Commission and the South African Local Government Association (Salga). The contents of the submissions received, are included in the Select Committee on Appropriation’s Report on the Proposed Division of Revenue and Conditional Grant Allocations to Provinces and Local Government as the Contained in the 2017 MTBPS, in accordance with Section 6(10) of the Money Bills Amendment Procedure and Related Matters Act, Act 9 of 2009.

 

 

The Select Committee on Appropriations, having considered the Adjustments Appropriation Bill [B25B – 2017], referred to it, and classified by the Joint Tagging Mechanism as a section 77 Bill, reports that it has agreed to the Bill, without amendments.
