REPORT OF THE PORTFOLIO COMMMITTEE ON JUSTICE AND CORRECTIONAL SERVICES ON ITS CONSULTATION WITH THE MINISTER OF JUSTICE AND CORRECTIONAL SERVICES ON THE APPOINTMENT OF MEMBERS TO SERVE ON THE NATIONAL COUNCIL FOR CORRECTIONAL SERVICES IN TERMS OF SECTION 83(2)(h) OF THE CORRECTIONAL SERVICES ACT (NO 111 OF 1998), DATED 17 MAY 2016

 

The Portfolio Committee on Justice and Correctional Services, having considered communication from the Minister of Justice and Correctional Services on the appointment of members to serve on the National Council for Correctional Services in terms of section 83(2)(h) of the Correctional Services Act (no 111 of 1998), reports as follows:

 

1.         Background

1.1        A letter from the Minister of Justice and Correctional Services (“the Minister”) requesting consideration of a shortlist of candidates to be appointed as representatives of the public to serve on the National Council for Correctional Services (NCCS) in terms of section 83(2)(h) of the Correctional Services Act, 1998 (Act No 111 of 1998) was tabled in ATC No 53 - 2016 on 3 May 2016, and referred to the Portfolio Committee on Justice and Correctional Services (“the Committee”) for consideration.

1.2        On 25 April 2016 the Minister presented the Committee with an initial list comprising all 42 nominations received. Following closer consideration of these nominees, the list was reduced to eight candidates meeting the criteria for members of the NCCS serving in terms of the above-mentioned provision. The nominees are: Mr IL de Klerk; Ms TS Monyamane; Ms LUZ Rataemane; Adv KA Mahumani; Rev JP Clayton; Ms A Vilakazi; Dr V Chetty and Mr M Nkopo.

 

 

 

2.         Recommendations

2.1        The Committee recommends that the final list of nominees referred to above be considered for appointment as public representatives on the NCCS in terms of section 83(2)(h).

2.2        We further recommend that the Minister considers increasing the number of candidates with expertise in the community justice systems-category.
