Report of the Portfolio Committee on Transport on the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 2010 (HNS Convention), dated 9 February 2016:

The Portfolio Committee on Transport, having considered the request for approval by Parliament of the HNS Convention, and the Explanatory Memorandum thereto, referred to it, recommends that the House, in terms of section 231(2) of the Constitution, 1996, approve the said Convention.
