Report of the Portfolio Committee on Sport and Recreation on Commission for Gender Equality: Public Hearing Report on Gender Transformation in South African Football – 28 June 2012, dated 20 October 2015.

 

The Portfolio Committee on Sport and Recreation, having considered the Commission for Gender Equality: Public Hearing Report on Gender Transformation in South African Football – 28 June 2012, referred to it on 18 February 2015, reports as follows:

 

On 8 September 2015 commissioners and officials of the Commission for Gender Equality (CGE) briefed the committee on the CGE Public Hearing Report on Gender Transformation in South African Football – 28 June 2012. The main focus of the briefing was an investigation by the CGE in response to a complaint about lack of attendance to women’s football by the South African Football Association (Safa), as well as recommendations by the CGE to address the complaint.

 

 

In light of the country's commitments in terms of the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and the Beijing Platform for Action, the committee:

 

• Is concerned about apparent slow gender transformation in Safa and other federations;
• Notes that the budget allocation to Women's football was just around 8% of the total budget of Safa;
• Notes that corporate South Africa and sport federations need to show interest by investing more in women's sport in order to address equality;
• Is concerned about Safa's the lack of response to issues of disability as noted in the CGE report.

 

 

The Portfolio Committee on Sport and Recreation recommends that the Minister of Sport and Recreation:

• Include robust reporting on gender transformation in the department's Eminent Persons' Group reports in terms of the country's international commitments, the Constitution of the Republic of South Africa, 1996, and national legislation;
• Require that all sport federations adhere to gender equality legislation and international commitments as these cut across all sporting codes;
• Engage with Safa regarding their response to the recommendations made by the CGE.
