Report of the Portfolio Committee on Communications on the filling of three vacancies on the Media Development and Diversity Agency (MDDA) Board, dated 21 April 2015
 

The Portfolio Committee on Communications, having considered the two letters from the President of the Republic:-

 

1.         informing the Assembly that Media Development and Diversity Agency board member Dr René Alicia Smith had tendered her resignation in terms of section 6(1)(b) of the Media Development and Diversity Agency Act, 2002 (No 14 of 2002) and the term of office of Mr Phenyo Nonqane will expire on 13 January 2015 in terms of section 8(2) of the Act; and

 

requesting the Assembly to commence with the process of recommending, in accordance with the principles set out in section 4(1)(b) of the Act, suitable candidates to fill these vacancies;

 

2.         informing the Assembly that Media Development and Diversity Agency board member Mr Robert Dangisa Nkuna, appointed until 22 January 2016, had tendered his resignation in terms of section 6(1)(b) of the Media Development and Diversity Agency Act, 2002 (No 14 of 2002); and

 

requesting the Assembly to commence with the process of recommending, in accordance with the principles set out in section 4(1)(b) of the Act, a suitable candidate to fill the vacancy for the unexpired portion of the term of office, reports as follows:

 

On 17 March 2015, the Committee adopted the following names as the subcommittee to shortlist and appoint:  (1) Hon JC Moloi-Moropa (Chairperson and ANC member); (2) Hon G Davis (DA); (3) Hon M Ndlozi (EFF); (4) Hon D Tsotetsi (ANC); (5) Hon M Tseli (ANC); (6) Hon M Kekana (ANC) and (7) Hon W Madisha (COPE).

 

On 24 March 2015, the subcommittee recommended to the Portfolio Committee that the following 13 candidates be shortlisted: Ms Pearl Ncamisile Maseko; Mr Yengwayo Wilberforce Kutta; Mr Keabetswe Modimoeng; Mr Thamsanqa Isaac Ntenteni; Adv Kwena Thomas Ntsewa; Ms Belese Nobubele Majova; Ms Palesa Kadi; Mr Radithoana Solomon Motsepe; Mr Mahmood Abdulla Sanglay; Mr Olwethu Sipuka; Dr William Peter Rowland; Ms Vuyelwa Vivian Mdazana and Mr Jabulane Blose.  The names were accordingly published in compliance to section 4(1)(b)(iii) of the MDDA Act.

 

Interviews were conducted on Tuesday, 31 March 2015 and Wednesday, 1 April 2015.

 

On 21 April 2015, the subcommittee unanimously recommended to the Portfolio Committee that Ms Palesa Kadi and Mr Thamsanqa Ntenteni be appointed to serve the full term of the Board and Mr Jabulane Blose be appointed to serve the unexpired portion of the term of a member who resigned until 22 January 2016.

 

After the adoption of this report by the Portfolio Committee, the report is submitted to the National Assembly recommending that Ms Palesa Kadi, Mr Thamsanqa Ntenteni and Mr Jabulane Blose be appointed to the MDDA Board.
