Report of the Portfolio Committee on
Labour on the Labour Relations Amendment Bill, dated 25 February 2014:
The Portfolio
Committee on Labour, having considered the subject of the
Labour Relations Amendment Bill
[B 16B 2012] (National Assembly sec 75), and proposed amendments of the
National Council of Provinces (see Announcements, Tablings and Committee Reports,
23 October 2013, p4509), referred to it, reports the Bill with amendments [B
16C 2012].
The
Democratic Alliance recorded its objection to the omission of clause 9(a),
which excluded supporters of a registered trade union from taking part in a
picket authorised by the trade union.
The Congress
of the People and the Democratic Alliance recorded their objection to the
omission of clause 9,
paragraphs (c) and
(d) on page 6 of the Bill [B 16B 2012], on the basis that a strike is not an
absolute right and therefore Labour Courts should be allowed to intervene when
illegal acts are committed during a strike.
Report to be
considered.
