(a) The Department utilised the services of temporary employment services for to assist during international conferences; to stand in for employees who were on maternity leave, incapacity leave due to ill health; and due to capacity reasons.

(b) (i) During 2006/07, 18 positions were filled with temporary workers.

(ii) During 2007/08, 26 positions were filled with temporary workers.

(iii) During 2008/09, 10 positions were filled with temporary workers.

(c) In 2006/07 temporary staff contributed to 5% to the total staff complement, 3.2% for in 2008/09 and 9% in 2007/08.

(d) In 2006/07 an amount of R458 977.62 was spent on temporary employment services, in 2007/08 an amount of R1 011.065.47 and in 2008/09 an amount of R636 357.09

Yes. The Department utilises the services of employment agencies in the acquisition of temporary workers.

(a) The Department makes use of agencies for the appointment of staff on a short term or temporary basis.

The Department also utilises temporary staff to fill positions while the recruitment for permanent staff is in progress. This ensures that service delivery on critical functions is not hampered while the recruitment process is in progress.

REPLY:

Yes. The South African Police Service is making use of temporary employment services in terms of which individual persons are employed on a temporary basis and individually compensated directly by the South African Police Service. The Service is also making use of the services of labour brokers.

(a) Temporary employees are mainly appointed to provide guard duties in instances where there are no sufficient permanent employees available to render services as guards at hospitals to guard awaiting trial prisoners as well as the guarding of patients at mental institutions. In instances where the services of such temporary employees were utilized for a prolonged period, they were permanently employed by the Service.

The non-core functions like security, cleaning services as well as some artisans services are outsourced to labour brokers who are contractually bound to provide such services. The temporary employment of eg. security services allows for the SAPS to focus on its core functions by making trained police officials available for operational duties.

It is important to note that the department has taken a decision to discontinue the utilization of labour brokers. The options and / or modalities of ensuring capacity to perform related functions within the department are being explored. The existing contracts will be phased out in accordance with the contractual obligations.

(1) The department occasionally uses temporary employment services.

(a) The need to utilise temporary employment services sometimes arises in instances where special leave is taken e.g maternit and also where a vacancy arises as a result of a resignation in the case of specialised critical skill. In such instances, a temp is hired while the recruitment process is underway.

Reply:

The Department for Public Service and Administration uses temporary employment services (contract workers) and/or labour brokers.

(a) The reason for employing temporary staff:

- To bridge the gap when a vacancy exists and the department is engaged in the process of recruitment in terms of the legislative framework (i.e. advertising, shortlisting, interviewing, security vetting and processing formal approval to Executive Authority (or delegated person) as well as awaiting nominee's assumption of duty);

- To perform work of a temporary nature, posts were not created to perform the job, but persons were employed additional to the approved establishment on a contract basis to temporarily increase the staff for this purpose (i.e. PILIR project, Center for Public Service and Innovation during 2006/2007); and

- Personnel Agencies were utilised to identify temporary staff within the shortest timeframe to assist the department when the need arose to continue with service delivery (i.e. Administrator posts).
