REPLY:

(1) Yes:

This function was organised to mark the occasion of the delivery of the Minister's Budget vote in 2009. The event was aimed at providing a platform for the Minister to engage with various audiences on issues raised in the speech to promote an understanding of South Africa's foreign policy and the Department's work at large. The cocktail dinner was hosted by the Minister on the same day she delivered her speech on 18 June 2009. It was held at the Parliament's Old Assembly Dining Hall where Members of the Portfolio Committee on Foreign Affairs, Department of International Relations & Cooperation Senior Management, Academics and Civil Society were in attendance.

The total amount of R38957.0 was spent on this event.

The money was allocated from 2009/10 Budget from Directorate Marketing within Chief Directorate: Public Diplomacy.

(ii) None. The Imbizo House in Parliament was used.

(iii) None. There was no entertainment.

(iv)(v) R17 424.00 was used for flights and R647.43 for car hire for the four officials from the Chief Directorate: Public Education and Communication who were responsible for managing the event, Including the exhibition.

Reply:

(1) Yes, R3,176,683.42.

(2) Yes, G4S are used on a contractual basis.

(a) One contract was awarded in 2007 and ends in 2010.

(b) G4S Security Services.

(c) The private security company, G4S is used for the provision of physical security, which includes guarding outside and within the building, patrolling within the building, escorting of visitors / service providers within the building and escorting of employees between the National Treasury buildings.

(d) R12,141,897.36 for 3 years.

(3) Considering the National Treasury's risk profile and its physical and information security needs, a decision was made to co-source (in source and out source) security. The surveillance and protection of the state's information is the responsibility of permanent employees. Physical security which includes guarding the entrance points of the buildings and patrolling within the buildings is entrusted to the private security company who are monitored and supervised by at least one state security employee at each building throughout the 24 hours of the services.

(1) Yes. R439 188.00 was spent on such firms in 2008.

(b) Eldna Security Services and Kyalami Security

(c) To safe guard premises, people, information and assets at the Forensic Chemistry Laboratories: Cape Town and Johannesburg

(d) Eldna Security Services: R 624,000.00 for 2 years and

Kyalami Security: R 763 128.00 for 3 years

(3) The Cape Town and Johannesburg Forensic Chemistry Laboratories are relative small institutions and it is more cost effective to outsource the service than to render it in-house.

REPLY:

The Department of Higher Education is still in the process of being established and as yet has no contractual obligations at all. The Department of Education and its DG is responsible for the 2009/10 budget. Therefore the Department of Higher Education is not making use of any private security firm but uses in-house security.

(1) Yes. A total of R37,560,145.76 was spent on private security firms in the 2008/09 financial year.

(2) (a) Yes. The Department of Home Affairs signed contracts with 3 private security firms.

(b) The contracts were signed with: (i) Khulani Fidelity, (ii) Double Barrel Security and (iii) Night Watchers Security. However, the contract with Night Watchers Security was terminated due to its non-performance and non-compliance with the Service Level Agreement which was signed. Approval was also granted to Departmental offices in the North West and Free State Provinces to make use of other private security firms on a quotation basis. No formal contracts were signed with these firms. These firms are as follows:

· Atlie Project

· Thulanang Security Services

· MBS Security

· SSE Security Services

· Davidson Security Services

· Molefe Security Services

· SPE Security Services

· Motheo Security Services

· Fidelity Springbok

· Fidelity Cash Security

· Double Barrel Security

· G4 S Cash Services

(c) Due to a current lack of capacity regarding security officers employed in the Department, the utilisation of the private security firms are to provide sufficient guarding services of all the premises of the Department of Home Affairs. Khulani Fidelity also provides cash-in-transit services to the Department.

(d) A total of R37,560,145.76 were paid to private security firms which rendered services to the Department of Home Affairs. The amounts paid to each private security firm are as follows:

· In the North West and Free State Provinces:

- Atlie Project : R372,696.39

- Thulanang Security Services : R293,320.00

- MBS Security : R312,796.94

- SSE Security Services : R741,137.43

- Molefe Security Services : R19,502.25

- Motheo Security Services : R257,101.12

- Fidelity Cash : R2,334.72

- Fidelity Springbok : R63,758.97

- G4 S Cash Services : R11,185.13

· At the Department's Head Office and other Provinces:

- Double Barrel Security : R1,653,566.07

(3) The utilisation of private security companies is necessitated by the fact that the Department currently does not have the internal capacity to provide security, at all of its offices, in all 9 Provinces. Based on different appraisals and audits which have been conducted by both the National Intelligence Agency (NIA) and the South African Police Service (SAPS), it is more cost effective, at this point in time, for the Department to outsource physical security.

3. Why is there a need for her department to use a private security firm as opposed to state security?

Currently 36 missions make use of private firms for security at the Official residences as well as at the Chanceries. The main reason therefore is the fact that it is more cost effective to appoint private security firms than to employ staff to secure facilities 24 hours a day on the Department's establishment. In many cases host countries do not provide security services or provide limited services in respect of the Chancery only. Official residences and private residences thus have to be secured by the Department.

At Head Office security services are provided by permanent employees of the State.
