1698.    Mr T W Mhlongo (DA) to ask the Minister of Rural Development and Land Reform:

  1. With regard to the Mala Mala Game Lodge which is situated in Mpumalanga and falls on the land which was restored to the N'wandlamharhi Communal Property Association (N'wandlamharhi CPA), (a) what is the monthly rental fee that the previous owners are paying to the specified community, (b) what is the total amount that has been paid thus far to the specified community in respect of rental fees, (c) on what dates were payments made to the specified community, (d) what are the details of the account into which the payments were made and (e) what amount is currently sitting in the specified account;

 

  1. are there any plans in place for the utilisation and/or distribution of the specified funds to the community; if not, why not; if so, (a) what are the relevant details and (b) how does the community benefit from the funds accumulated from this rental;

 

  1. does (a) his department have any oversight over the N'wandlamharhi CPA; if not, why not and (b) does any other governmental department or agency provide oversight over the CPA; if so, what is the extent of such oversight;

 

(4)        (a) is there another agreement in place with the previous owners to take in community members to be trained in running the business; if not, (i) what is being done to ensure that community members are equipped with the necessary skills to run this business; if so, (ii) has this agreement been implemented, (b) how many community members have been included in a training programme for this purpose, (c) what other benefits for the community in the form of (i) jobs and (ii) community development and (d) skills development have emanated from their land restoration;

  1.  (a) Yes, the Department has an oversight role over the N'wandlamharhi CPA. The department ensures that all CPAs are complaint and remain compliant with the CPA Act.  All CPAs are expected to hold AGM (Annual General Meeting), submit financial statement on a yearly basis and conduct elections when the term of office of the executive has expired.

(a) Which programmes within his department will fund the establishment of agri-parks, (b) what amount will each programme contribute in this regard and (c) will funding be obtained from any other sources?                                                            NW1835E

THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:

  1. Programme 3: Rural Development and Programme 5: Land Redistribution and Development Branch within the Department of Rural Development and Land Reform will fund the establishment of Agri-parks.

 

  1. R1 billion from each programme.

 

  1. Yes. As the Agri-parks establish themselves, other government departments, stakeholders and the private sector will be encouraged to support and invest in the Agri-parks.

(a) How many persons are currently employed under the National Rural Youth Service Corps and (b) what is their monthly cost to his department?             NW1834E

THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:

  1. There are 113 persons currently employed by the Department of Rural Development and Land Reform to implement the National Rural Youth Service Corps (NARYSEC) Programme. The participants in the NARYSEC programme are not employed as they are learners in a skills development programme. The total number of NARYSEC participants as at 30 April 2015 was 8753.
  1. The monthly salary costs for officials is R4 000 500.15 and the monthly stipend costs for NARYSEC is R11 553 960.00.

1575. Dr P W A Mulder (FF Plus) to ask the Minister of Rural Development and Land Reform: †

  1. Why the acquisition of portion 52 of the farm Elandsfontein 440, JQ, near Brits in the North West, has not yet been finalised after his department confirmed on 10 October 2013 that this land would be purchased (details furnished);

 

  1. whether the valuations of the land, which were obtained in December 2013 and in April 2014 and delivered to his department, have already been reviewed; if not, why not; if so, what are the relevant details;

 

(3)        whether a deadline will be set by which time the purchase must be concluded; if not, why not; if so, what is the deadline?                                                                                                                                                                                              NW1787E

THE MINISTER OF RURAL DEVELOPMENT AND LAND REFORM:

  1. The Department of Rural Development and Land Reform (DRDLR) considered the acquisition of Portion 52 of the farm Elandsfontein 440 JQ as per application by Madibeng Local Municipality for financial assistance with acquisition of the property for settlement purposes. The acquisition cannot be finalized as there is a deadlock in terms of the purchase price.

 

  1. The two valuations of the land have been reviewed, and a written offer  was made  by the DRDLR to the seller on 01 April 2015 for R3 850 000.00 (R35 000.00 per hectare) . The  seller declined the offer and requested a meeting on 14 April 2015 with the District Office to discuss motivation for an appeal for a higher price. The seller indicated that an offer of R80, 000.00 per hectare will be acceptable if the Department would consider purchasing an additional 40ha (total 150ha).

 

  1. No. There is a deadlock with regards to the purchase price of the land. Therefore the Department is unable to conclude any transaction for land purchase.

  1. Yes, a draft policy has been developed by the Department and the National Khoi and San Reference Group of the Department.
