“Mr M W Rabotapi (DA) asks the Minister of Arts and Culture:

Since 1 January 2015, has his department installed generators at any of (a) its offices or (b) the offices of the entities reporting to him as a result of load shedding; if so, what is the total cost of the (i) installation and (ii) running of these generators? NW2112E

REPLY

  1. My department has not installed generators since 1 January 2015 due to load shedding.
  2. From the 26 Public Entities under my department, only 2 installed generators from 1 January 2015 namely:

In the light of the current electrical power challenges, whilst at the moment we do not have any generator, I am talking to my officials about find one for the Department.

  1. Considering his Ministry’s responsibility to preserve, protect and maintain the various proclaimed heritage sites throughout the country, when last did his department devote any of its resources to the (a) preservation, (b) protection and or (c) maintenance of (i) the Klipkop Blockhouse in Midvaal, which was proclaimed  a National Monument in 1948, or (ii) any other blockhouse(s);

 

  1. does his department intend to carry out any (a) preservation, (b) protection and or (c) maintenance work in respect of the Klipkop Blockhouse; if not, why not; and (ii) what steps need to be taken to ensure that such work is attended to in the near future; if so, (aa) when and (bb) to what extent?

REPLY:

  1. (a), (b) and (c) In accordance with the National Heritage Resources Act, Act No 25 of 1999, heritage resources in the country are managed in a 3 tier system which is as follows:
  • Grade 1 – Resources within qualities so exceptional that they are of special national significance. – administered by SARA
  • Grade 2 Resources significant within the context of a province – administered by the relevant Provincial Heritage Authority (PHRA)
  • Grade 3 – Resources significant to a particular community – administered by the relevant local municipality.

Therefore, the Witkop Blockhouse is a provincial heritage site and the Gauteng Provincial Heritage Resources Agency is responsible for the Preservation, Protection and Maintenance of the site.

“Mr MW Rabotapi (DA) to ask the Minister of Arts and Culture”:

(1).       What criteria is he using to identify areas where libraries need to be built

(2).       (a). what determines the size of the building, (b) what amount spent on      resourcing the library facilities and,(c) what amount is spent on the       construction of the facility;

(3).       How many libraries did his department built (a) in the 2013-14 financial year         and (b) from 1 April 2014 up to the latest date for which information is         available;

(4).       (a). how many communities were identified for the construction of libraries in  the 2014-15 financial year and (b) what amount of the department’s        budget for the 2014-15 financial year was used to build the specified        libraries to date?                                                          NW1731E                        

 REPLY:

1.         In accordance with Schedule 5A of the Constitution of the RSA, 1996, the primary responsibility for providing library services to the public rests with Provinces. The Provincial departments of Arts and Culture in consultation with the Municipalities identify areas where libraries should be built. The rollout of new library infrastructure is prioritised based on Municipal Integrated Development Plans (MIDP).

My department coordinates and manage the Conditional Grant for libraries to address Provincial priorities and needs.

2.    (a).        My department does not have the approved norms and standards which may determine the size of the library building. However, some of the Provincial departments have their own standards which they use to determine the size of the building; hence the size of the library building diiffers from Province to Province.

We are in the process of submitting a Bill on the Public Library and

Information Services to Cabinet which will provide for uniform norms and standards once consultations with the stakeholders are finalised.

            (b).     In 2013/14 an amount of R324 510 million was spent on resourcing library facilities.

            (c).       In the absence of a uniform norm and standard the cost of constructing a facility varies, however, on average R8 million was spent to construct a new library building in  2014/15.  

     3.    (a).     Sixteen (16) new libraries were built in the 2013/14 financial year

            (b).     From 1 April 2014 to date the department built a total of fourteen (14) new libraries and provided 3 modular libraries.

     4.  (a).      Seventeen (17) communities were identified for the construction libraries in their areas in 2014/15, however, only 14 were built and                                    completed while three (3) modular libraries were delivered.

         (b).          An amount of R112 million of my budget was spent in 2014/15 financial year towards new library buildings.
