Dr C P Mulder (FF Plus) to ask the Minister of Correctional Services:

(1) Whether Mr Clive Derby-Lewis was recently assaulted in the Pretoria Central Prison; if so, (a) when did the assault take place, (b) who was responsible for the assault, (c) what weapons were used to launch the assault and (d) what injuries did the specified person sustain in the assault;

(2) Whether any of the injuries could be regarded as life-threatening; if so, (a) which of the injuries were life-threatening and (b) what treatment did the specified person receive in this regard;

(3) Whether the alleged assailant has been criminally charged for the assault; if not, why not; if so, (a) when and (b) what is the nature of the charges;

(4) Whether during his incarceration the alleged assailant had been charged in connection with any other violent crimes; if so, (a) what are the relevant details and (b) why was the alleged assailant not moved to a maximum security prison? NW426E

REPLY:

(1) (a) Offender Clive Derby-Lewis was assaulted on Wednesday 26 February 2014.

(b) Offender Shalil Subjee assaulted offender Clive Derby-Lewis.

(c) A kitchen spoon was used to assault offender Clive Derby-Lewis.

(d) Offender Clive Derby-Lewis sustained lacerations on the back of his head and left

hand.

(2) (a) No, the injuries were not life-threatening.

(b) The specified person received medication from the internal medical personnel, and

was referred to Kalafong hospital for further examination and management.

(3) (a) Yes, the assailant was charged criminally on Wednesday 26 February 2014.

(b) The assailant is charged for assault with intend to do grievous bodily harm.

(4) (a) No, during his incarceration the alleged assailant was not charged for any violent

conduct.

(b) The assailant was a Medium classified offender since 18 September 2012 and has

been transferred to Local Remand Detention Centre on the same day (26 February

2014).

Mr V B Ndlovu (IFP) to ask the Minister of Correctional Services:

Whether all political prisoners who have been granted a pardon by the President of the Republic in accordance with Section 84(2)(j) of the Constitution of the Republic of South Africa, 1996, have been released; if not, why not; if so, what are the relevant details? NW425E

REPLY:

The process of granting a pardon by the President of the Republic in accordance with Section 84(2)(j) of the Constitution of the Republic of South Africa, 1996, is handled by Department of Justice and Constitutional Development. The Department of Correctional Services (DCS) assists by providing information on offenders who have applied for presidential pardon for political offences.

To date, DCS has not been informed by the Department of Justice and Constitutional Development that the process has being finalised.

The position is still vacant, and the intention is to fill the post with a suitable

horizontal transfer.

QUESTION NO: 64

Mr J Selfe (DA) to ask the Minister of Correctional Services:

(1) How much does his department plan to spend on (a) advertising, (b) communication and (c) marketing between 1 January 2014 and 30 April 2014 (i) in total and (ii) as a breakdown of the amount;

(2) (a) what mediums is his department going to use in each case and (b) who is the service provider to be used;

(3) what is the main message that his department plans to communicate during this time? NW65E

REPLY:

(1) (a), (b) and (c) (i) & (ii)

As per normal reports on government advertising, expenditure will be made available at the end of the 2013/14 financial year, however, costs associated with advertising and communication to highlight 20 years of Freedom will be funded from the existing departmental budget but in line with Government's cost saving initiative

(2) (a) and (b)

The Department currently has plans to highlight 20 years of Freedom by means of advertising in the following media across the country:

§ Community Radio Stations

§ SABC

§ Taxi TV

§ Billboards

§ Washroom Advertising

In the case of government tenders, the Government Tender Bulletin will be utilized, whilst job advertisements are advertised in the City Press and Sunday Times Newspapers.

(3) As part of highlighting 20 years of freedom, Government departments are mobilising South Africans around social cohesion for the momentous occasion. The aim of job advertisements is to make Department of Correctional Services' job advertisements easily accessible to all.

(1) (a) When was the post of Assistant Director: Administrative Secretary: National Head Office: DC: Social Reintegration (Ref: DCS/08/15) (level 9 of the public sector) advertised, (b) what (i) were the requirements for the position and (ii) was the full list of candidates that applied for the position, (c) which candidates were shortlisted and (d) what were the reasons for not shortlisting the other candidates;

(2) (a) which candidate was selected for the position, (b) what were the selected candidate's qualifications and (c) who sat on the panel for the position;

(3) has the selected candidate held a position in his department previously; if so, what was this position;

(4) were any deviations from the advertised requirements accepted; if so, what were the deviations;

(5) did any members of the panel have any previous work relations with the selected candidate; if so, in what respect? NW32E

(1) (a) The post was advertised on 25 August 2013

(b) (i) The following were stated as the requirements of the position:

· Basic criteria (Z83 application form to be completed and signed, SA citizen, clear criminal record, certification of documents not older than three (3) months, ID, qualifications and copy of CV).

· Relevant B Degree/National Diploma.

· Relevant 3 – 5 years experience.

· Valid driver's licence.

(ii) The Department received five hundred and twenty-seven (527) applications for this post. Attached is the list of applicants (see link Annexure 1) http://www.pmg.org.za/rnw31a-140226.

(c) - The following is the alphabetical order of shortlisted candidates:
