Witsieshoek Mountain Lodge is not owned by the Department. It is owned by the Batlokoa

Community.

1. A total of thirty-five (35) permanent jobs were created. This is a 52% increase in employment since 2009. Following the completion of the renovations, the staff complement is expected to increase to at least fifty (50) employees.

2. The Witsieshoek Mountain Lodge management has reported that, with the increased turnover and expansion of staff, there was a commensurate increase in operating costs and the lodge is therefore still operating at a loss. However, the lodge is projected to turn profitable in the financial year ending 30 June 2016.

1. A total of sixty-one (61) permanent jobs were created.

2. Not applicable. The Steve Biko Centre is a non-profit organisation which raises funds for its operations.

3. (a)(b)(c) Not applicable. The benchmark for visitors was set at 6,250 for the first three years of operation in terms of the feasibility study that was conducted prior to the initiation of the project. To date the centre has had 37,321 visitors since its opening in December 2013.

1. A total of forty-four (44) permanent jobs were created after the project was handed over to the Mpumalanga province.

2. According to the information provided by the Department of Economic Development, Environment and Tourism, during peak season an average of R250 000 per month is generated and R120 000 during off season.

3. (a) The industry benchmark is about 36% nationally. (b) The occupancy rate increased from 12% to 22%, which is still below the benchmark. (c) Only 83 of 209 chalets were renovated and are functional. The R25 road also need to be upgraded for improved accessibility.

Whether subsequent to the findings of the Auditor General for the 2013-14 financial year he has (a) ensured that financial management principles were being stringently applied in his department, (b) demanded that the Information and Communications Technology policies were fully in place and where necessary timeously updated, (c) instructed the Director-General to pursue disciplinary action against the Chief Financial Officer of South African Tourism for wantonly flouting supply chain management processes by not recusing himself in the adjudication of a tender won by a company where his ex-wife was an executive member and (d) ensured that the R97 000 fruitless expenditure which was incurred as a result of the late cancellation of travel arrangements in the 2012-13 financial year was recovered; if not, why not; if so, what are the relevant details?

REPLY:

a) Financial management principles are stringently applied in the National Department of Tourism. Subsequent to the findings of the Auditor-General, the NDT has developed an audit action plan to implement the recommendations of the findings raised and implementation thereof is monitored on a quarterly basis. Furthermore, the department's internal audit unit evaluates the control measures that management has put in place.

(b) All Information Communication Technology policies were reviewed by the Auditor-General in the 2013/14 financial year. Shortcomings were identified in the security baseline documentation and the user account management procedures. Both documents were revised and approved in June 2014.

(c) The Director-General of the National Department of Tourism cannot pursue disciplinary action against a person who is not an employee of his department. However, South African Tourism Board (SATB) as the accounting authority of South African Tourism, has the responsibility to take effective and appropriate disciplinary steps against employees of SA Tourism. Upon the resignation of the then Chief Financial Officer of SAT, the Board was precluded by operation of law from instituting disciplinary measures against the Chief Financial Officer.

(d) Fruitless and wasteful expenditure is dealt with in accordance with the National Treasury guideline. Of the R97 000 fruitless expenditure which was incurred as a result of late cancellation of travel arrangements in the 2012/13 financial year, R61 000 was recovered. The remaining amount of R36 000 is under investigation.

(a) Accommodation establishments do not pay levies for being graded but published grading fees. The reasons cited for cancellations are the perceived lack of benefits associated with being graded.

(b) There is no intention to scrap grading fees. However, the reviewing of grading fees for Exempted Micro Enterprises (EMEs) is a matter under consideration.

(1) Given the globally evolving trends in respect of travel facilitation and visa processing, the department is looking at international best practises and alternatives to reduce travel barriers. Indications are that more countries are beginning to adopt e-visas as one of a basket of measures to facilitate international travel. Consistent with the G20 Heads of State and Government declaration in Los Cabos, Mexico, in 2012, in which South Africa committed to the following: "We recognize the role of travel and tourism as a vehicle for job creation, economic growth and development, and, while recognizing the sovereign right of States to control the entry of foreign nationals, we will work towards developing travel facilitation initiatives in support of job creation, quality work, poverty reduction and global growth", the NDT will not develop a policy on e-visas, but will use the information obtained to inform future discussions with respect to travel facilitation.

(1) A range of direct and indirect subsidies and other support mechanisms have historically supported domestic tourism development, for example the EPWP/SRI programme, the TEP partnership, training programmes such as the Chefs training programme and the SA Tourism Sho't Left campaign and online platform.

(a) The National Department of Tourism (NDT) is in the process of finalising the framework, principles and modalities for the new Tourism Incentive Programme (TIP), which will be introduced in the 2015/16 financial year. It is the intention to focus on facilitating new market access, sustainability support for EPWP projects, retrofitting for resource efficiency and universal access, and enhanced tourism grading. Public announcements on the new TIP programme will be made once the framework has been finalised.

It should be noted that tourism is a concurrent function for all three spheres of government. However, an audit was conducted in partnership with the Industrial Development Corporation.

(a) The outcome of this audit was the identification of approximately 700 resorts that are not optimally utilised.

(b) While most of these resorts are owned by municipalities, the Social Responsibility Initiative of the department is currently assisting in the refurbishing of some of these facilities, and, funds permitting, will consider further assistance upon application from the relevant municipality or government department.

Has his department conducted any econometric studies to calculate what percentage of international tourist spending in South Africa accrues to the SA Revenue Service; if not, why not; if so, what are the relevant details?"

No. As tourism is a sector that is not clearly defined in the system of national accounts, a separate study of this nature would be a data intensive exercise. However, the tourism sector's value add to the economy (GDP and employment contribution) and the tourism revenue contribution to the economy based on total foreign and domestic direct spend (trended revenue) are measured and reported.

SA Tourism collects data on the total amount spent directly in South Africa by foreign and domestic tourists (i.e. Total Foreign Direct Spend and Total Domestic Direct Spend). A departure survey and domestic survey is used to collect data.

The Tourism Satellite Account (TSA), compiled and published by Statistics South Africa, provides information on tourism's overall contribution to the South African economy both in terms of expenditure and employment. The TSA took years to develop and is based on internationally-agreed methods. The TSA is one element of a System of Tourism Statistics

(STS) that provides information for the understanding and monitoring of the impact of tourism on the South African economy over time. The other elements of the STS for South Africa include the surveys of international tourists and domestic visitors, visitor arrival statistics, tourist accommodation, and food and beverages statistics.

The TSA includes various measures, each with their underlying data, including:

· inbound, domestic tourism and outbound tourism expenditure,

· tourism trade balance,

· internal tourism expenditure,

· production accounts of tourism industries,

· the Gross Value Added (GVA) and Gross Domestic Product (GDP) attributable to tourism,

· employment,

· investment,

· government consumption, and

· non-monetary indicators.

The TSA brings together the diverse aspects of tourism by providing a tourism dimension to the framework of the System of National Accounts (SNA). It makes it possible to separate and examine the demand and supply side of tourism in an integrated system, which describes the production and demand aspects of the entire economy. The SNA recommends the development of Satellite Accounts for the measurement of economic phenomena that are not explicitly shown in the core set of accounts. The TSA was therefore developed for the explicit study of tourism-connected industries and products.

A TSA is:

• A statistical instrument used to measure the size of the tourism sector's contribution to the economy of a country according to international standards of concepts, classifications and definitions; and

• Used to analyse all aspects of demand for goods and services which can be associated with tourism within the economy, to observe the operational interface with the supply of such goods and services within the same economy of reference, and to describe how this supply interacts with the economic activities.

• The development of a TSA framework has been fuelled by the recognition that its implementation will serve to:

• Increase and improve knowledge of tourism's importance in relation to overall economic activity in a given country;

• Provide a coherent and credible set of tourism accounts that can also be compared internationally across countries;

• Develop quantitative estimates of tourism value-added and, thus, analyse the importance of tourism in the economy;

• Provide an instrument for designing more efficient policies on tourism and its employment aspects;

• Identify employment generation in tourism industries and the role tourism plays in job creation for different types of workers;

• Create awareness among players directly and indirectly involved in tourism of the economic importance of this activity; and

• Extend the role of tourism in all industries involved in producing the goods and services demanded by visitors.

An analysis of cruise tourism in South Africa suggests that it does not contribute to the growth of the national economy. The cruise ships docking in South African ports are mainly foreign owned and operated. While servicing them produces limited revenue inflow to the country, South Africans are involved mainly as consumers of cruise trips.

(1) (a) The department does not conduct benchmark studies, however, South African Tourism, an entity of the department does conduct global benchmarking studies to compare competitiveness of state funded tourism budgets. The most recent benchmarking study conducted was in 2010. Compared to 5 of our competitors i.e. Australia, Brazil, Kenya, Thailand and USA, South African government's overall budget expended on travel and tourism activities is lower than that of all the key competitor destinations.

(2) (a) Yes, at state level as per (1) (a).

(b) We are not aware of such studies being concluded at Provincial and city level. Since tourism is a concurrent function the question could be posed to the Provincial departments responsible for Tourism.

(a) Japan has declined by 4% from 14% in 2012 to 10% in 2014. The decline can be attributed to South Africa's lowest ranking in safety and security, value for money and how we welcome people – relative to our competitors.

(1) South African Tourism (SAT) forecasts its arrival figures using time series analysis. SAT's latest projections and targets show an increase of (a) 4.1% in 2014 compared to 2013 (b) 6.5% in 2015 over 2014 and (c) 6.1% in 2016 over 2015. SAT will use every opportunity to build on its widely recognized performance in promoting South Africa as a tourism destination. The impressive tourism growth figures over the last few years attest to the effectiveness of SAT's marketing strategies.

(2) Given the fact that South Africa's projected growth is only slightly above the projected global growth rate of 4 to 4.5% in 2014 (according to UNWTO), SAT is committed to exploiting all available opportunities to ensure further-growth, and to continue with its efforts to market South Africa as a premium tourist destination, offering a diverse and "value for money" tourist experience.

2. The National Department of Tourism (NDT), working together with stakeholders within the tourism sector, developed and currently implements the following climate change response measures:

(a) The National Tourism and Climate Change Response Programme and Action Plan (2011). The NDT is currently implementing the last phase of the Action Plan.

(b) Produced a Baseline Assessment Report on the Vulnerabilities of Tourism to Climate Change Impacts in partnership with the Department of Environmental Affairs (DEA) and German Technical Assistance (GIZ) in 2012. A Basic Vulnerability Assessment Guideline has also been produced for use by tourism products.

(c) Conducted a number of Resource Efficiency and Greening Workshops targeting tourism businesses from 2010 to 2012 in partnership with DEA, Department of Water Affairs and Eskom.

(d) Currently implementing a pilot resource efficiency programme with accommodation establishments in partnership with the National Cleaner Production Centre – South Africa (NCPC – SA).

REPLY:

(1) The regulation of immigration matters is the constitutional responsibility of the Department of Home Affairs (DHA). However, the National Department of Tourism (NDT) has received representations from tourism stakeholders on what they perceive as unintended consequences of some of the new provisions. The NDT is currently studying these stakeholder concerns (e.g. tourism competitiveness impacts, practicality of implementation), in particular those related to the implementation of Regulation 6(12) as well as the collection of biometric data. Once all the facts are ascertained, and if needed, further engagement with DHA to mitigate unintended consequences may follow.

(2) (a) (b) (c) The Tourism Business Council of South Africa and the South African Tourism Services Association are important industry stakeholder bodies in the tourism sector. South African Tourism is government's tourism destination marketing arm. The NDT engages with these bodies on an ongoing basis, and the Minister has met with all three bodies as part of his introduction to his new portfolio. During the latter meetings, concerns related to the new immigration regulations were raised. As it stands, the dialogue with tourism stakeholders to clarify and try to address their concerns is of an ongoing nature.
