(i) Amounts in fines incurred in (a) 2009-10 financial year amount to R2 750.00, (b) 2010-11 financial year amount to R29 000.00 and (c) 2011-12 financial year amount to R32 310.00

REPLY

1. The Department, through its regional offices, continuously assesses illegal mining activities across the country. (b) The majority of illegal gold mining activities occur in the Free State (Welkom), Mpumalanga (Barberton) and Gauteng (East andWest Rand) provinces. Also, illegal diamond mining has been recently reported in the Northern Cape (Namaqualand) province.

2. (a) I have established stakeholder forums in the relevant regions which have ensured that there is a significant progress in implementing the appropriate measures to eliminate illegal mining. (b) The Department's officials are members of the regional forums which ensure that remedial steps are taken to prevent the illicit activities.

REPLY


(1) The department has an internal audit unit. (a) 23 staff members are employed in the unit.
(b) (i) the structure has as its head, the Chief Director, who reports administratively to the Accounting Officer and functionally to the Audit Committee. The structure consists of 4 directorates, namely, Internal Audit, Performance Audit, IT Audit, and Special Investigations. (ii) the unit renders consulting and assurance services on the adequacy, effectiveness, and efficiency of control, governance, and risk management processes. The unit conducts, IT audits, audits of performance information, compliance audits, financial audits, and investigations. (2) The audit committee considers internal audit reports in line with its approved charter, as they are presented in the audit committee meetings. Reports are reviewed at meetings that deal with internal audit quarterly reports. (3) (a) and (b) audit reports and findings are discussed at Executive Committee meeting (EXCO) where Minister is in attendance. (i) EXCO meetings are held every Monday. (ii) Issues are deliberated upon resolutions are taken where necessary.

REPLY


(1) (a) There are 30 new mining right pending applications in Limpopo. (b) There are 57 new mining right pending applications In Mpumalanga. (2) There are no applications and/orrights in the areas that constitutes proclaimed nature reserves or in catchment areas of rivers flowing through the Kruger National Park. The only pending application that is in a sensitive area is that of Tambotie Platinum, by virtue of having graves.
