Ms S J Loe (DA) to ask the Minister of Health:

(1) (a) Which previously closed nursing colleges had been reopened as at the latest specified date for which information is available and (b) how many places are available at each of these colleges;

(2) whether any further colleges are still to be opened; if not, why not; if so, (a) which colleges, (b) when and (c) what will the capacity of each of these colleges be?

REPLY:

(1) (a) Two Nursing colleges in Gauteng Province were closed and now reopened, those are:

Bona Lesedi (Krugersdorp) and Coronation (Johannesburg)

(b) Bona Lesedi capacity is 1200 and Coronation 600

(2) Yes, other campuses will be opened

Eastern Cape Province

(a) Dora Nginza campus will be opened

(b) As soon as the necessary structures are in place

(c) it will have a capacity of 220 vacancies

Limpopo Province

(a) Sekhukhune and Waterberg Campuses

(b) In 2009

(c) Will be on the temporary structures and will train approximately 100 students, as soon as permanent structures are established each will have the capacity to train approximately 500 students

Mpumalanga

(a) Two new campuses in Mpumalanga

(b) 2009/2010

(c) Capacity of about 100 each

Western Cape

(a) Two new Campus, in Worcestor (Boland) and George

(b) Plans to open Boland in 2009 and George in 2009/2010

(c) Boland will have a capacity of 50. George will have a capacity 50 also.

The total capacity of the new campuses will be 1120

BREAKDOWN OF THE PROVINCES

Eastern Cape:

(1) (a) No nursing colleges were closed but the four previously existing nursing colleges which are: Frere Hospital (East London); Cecilia Makiwane (Mdantsane); Eastern Cape College of Nursing (Port Elizabeth) and Transkei College of nursing (Umtata) united to form the Lilitha College of Nursing with five campuses which are:

· Port Elizabeth Campus,

· East London Campus, which caters for Cecilia Makiwane and Frere hospitals,

· Queenstown Campus,

· Umtata Campus, and

· Lusikisiki Campus.

(b) The total capacity of the five campuses is 1500 students per year.

(2) (a) Dora Nginza will be opened

(b) as soon as the necessary structures are in place and it will have

(c) a capacity for 220 vacancies.

Free State

(1) (a) No nursing colleges were closed, the previously separated nursing colleges were amalgamated to form the Free State School of Nursing with 3 campuses namely:

· Northern campus;

· South campus, and

· East campus with a capacity of 250 combined.

(2) No further colleges will be opened.

Gauteng

(1) (a) The Bona Lesedi (Krugersdorp) and Coronation (Johannesburg) were re-opened

(b) The Chris Hani Baragwanath College of Nursing has 2 campuses, which are:

Bona Lesedi and Coronation, and other campuses are:

· Ann Latsky,

· Garankuwa and

· SG Lawrence.

The total combined intake is 5200.

(2) No further colleges will be opened.

KwaZulu-Natal

(1) (a) No nursing colleges were closed, and only three campuses were established at

· Madadeni,

· Prince Mshiyeni, and

· Port Shpestone were created for the four year diploma.

(b) Not applicable.

(2) No plans to open another college.

(a) Not applicable.

(b) Not applicable.

(c) Have currently twenty-five campuses and sub-campuses, and have the capacity for 5000 students.

Limpopo

(1) (a) No nursing colleges were closed, three nursing colleges which were Venda Nursing College, Giyani College of Nursing and Sovenga College of Nursing were amalgamated into one nursing college (Limpopo) with three campuses.

(b) Not applicable.

(2) The are plans to open two new campuses.

(a) Sekhukhune and Waterberg campuses.

(b) In 2009, currently interviewing the staff for one campus.

(c) Will be on the temporary structures and will train approximately 100 students, as soon as permanent structures are established each will have the capacity to train approximately 500 students

Mpumalanga

(1) (a) No nursing colleges were closed, and only one nursing college has been functional previously known as Kangwane Nursing College (Mpumalanga Nursing College of Nursing).

(b) Not applicable.

(2) Yes, there is a plan to open other campuses.

(a) Structures were submitted for approval to build three more campuses in Mpumalanga.

(b) By 2009/2010.

(c) The capacity will be about 100 students each.

Northern Cape

(1) (a) No nursing colleges were closed, Henrietta Stockdale College of Nursing was operational.

(b) Not applicable.

(2) No plans to open an additional college.

(a) Not applicable.

(b) Not applicable.

(c) The capacity of the current functioning college is about 260 students.

Northern West

(1) (a) No nursing colleges were closed in this Province

(b) Not applicable.

(2) Not applicable.

· Mmabatho College of nursing with a capacity of 565 students.

· Excelsious College of nursing with a capacity of 619 students.

Western Cape

(1) (a) No nursing colleges were closed, Four nursing colleges were amalgamated into one in 1999.

(2) Yes.

(a) A plan to open one new campus in Worcester (Boland) and one in George.

(b) Plans to open Boland in 2009 and George in 2009/2010

(c) The capacity for Boland will be 50.

The capacity of the existing college is 1200.

Mr R Coetzee (DA) to ask the Minister of Health:

Whether the current programmes and policies implemented in terms of South Africa's HIV prevention programme are adequate; if not, (a) in what respect are they not adequate and (b) what action does she intend taking to address this problem; if so, what are the relevant details?

REPLY:

The South African HIV Prevention Programme is based on prevention strategies stipulated in the National Strategic plan 2007-2011, which is regarded as one of the best in the world. Programmes and policies contained therein are evidence-based and have also evolved through consultations with all relevant stakeholders. The HIV Prevention Unit follows up to evaluate and assess interventions on a regular basis and integrate new strategies as pointed out by research and best practice elsewhere. SANAC, especially the Prevention Technical Task Team (PTTT) also advises the Prevention Unit with regard to scaling up prevention programmes and updating existing policies.

One can therefore never say programmes and policies are adequate, since scientific knowledge always evolves into new policies which warrant an introduction of new programmes

Mr M Waters (DA) to ask the Minister of Health:

(1) How many foreign-qualified doctors were employed in public hospitals and clinics in each of the five most recent years up to the latest specified date for which information is available;

(2) whether any constraints or quotas apply to the employment of foreign-qualified doctors by public hospitals; if not, what is the position in this regard; if so, (a) what constraints or quotas and (b) what is the reason for these constraints or quotas;

(3) whether these constraints or quotas will be reviewed; if not, what is the position in this regard; if so, what are the relevant details?

REPLY:

(1) The information as requested is not readily available in the format requested by the Member of Parliament. All provinces were requested two weeks ago to provide the National Department with verified information regarding the number and details of their foreign health professionals. It is then the intention to verify this information with the Health Professions Council of South Africa, in order to establish who are South Africans with foreign qualifications, who are Non South African Citizens with South African qualifications and who are Non South African Citizens with foreign qualifications. The Minister would be in a better position to respond to the question by the end of January 2009 once all the employment details and numbers have been verified.

(2) Yes.

(a) All non South African citizens, regardless where they obtained their qualifications are only allowed to register to practice in the Public Service (limited registration) until they obtain permanent residence. No quotas apply specifically to any public health institution to employ doctors (both South African Citizens and Non-citizens) who have foreign qualifications. Employment legislation for the Public Service requires that South African Citizens and Permanent Residents shall receive preference in the filing of any post.

(b) The limited registration is based on national government policy and registration requirements by the Health Professions Council of South Africa, mainly regarding the accreditation of qualifications and other professional requirements.

(c) South Africa is also a signatory to a variety of international codes of practice and protocols regarding the migration of health workers, such as the Commonwealth Code of Practice for the International Recruitment of Health Workers, signed on 18 May 2003, the SADC protocol on the Facilitation of Movement of Persons, the NEPAD Health Strategy as well as the statement made by Southern African Health Ministers in 2001, which attempts to restrict the active recruitment of health workers by one country to the detriment of health services in another.

(3) No. The current restrictions are not preventing the Departments of Health in the various provinces to recruit and employ foreign qualified doctors.

THE MINISTER FOR AGRICULTURE AND LAND AFFAIRS:

(1) No. The Bethelsdorp Development Trust applied for funding in June 2006 to purchase land for the purpose of creating a facility for hand weaving and other ventures. A property valuation was done and the seller did not agree to the proposed selling price. He later found another buyer to purchase the land before any further negations could be finalised.

(a) to (c) Fall away.

(2) All applications for land reform grants are adjudicated on merit and in terms of policy provisions and priority criteria.
