Whether he has been informed that the 2011 Census questionnaire does not provide for questions pertaining to a person's religious preference; if not, what is the position in this regard; if so, what are the relevant details? NW4024E

REPLY

The development of the Census 2011 questionnaire started in 2005 when research was undertaken to explore respondents' perceptions regarding the questions that were asked in Census 2001. This was followed by workshops with users and stakeholders at national and provincial level in 2008 to ascertain their needs.

Participants in these workshops were requested to review the questions asked in 2001 and determine their relevance as well as suggest any additional questions that they felt should be included. They were also taken through the topics recommended by the UN and the African Symposia for Statistical Development (ASSD) for the 2010 Round of Population and Housing Censuses, National priorities and data collected in current surveys and administrative record sources.

The participants endorsed the topics recommended by the UN and most of these topics were covered in Census 2011. The participants also recommended that questions pertaining to religion, transport and hours worked should be excluded and that special surveys should be undertaken to collect more detailed data on these topics. Stats SA will endeavour to carry out these surveys during the intercensal period.

With reference to the publication of the diagnostic report, (a) how much was budgeted for the consultative approach, (b) how long will the process take and (c) when will the Vision 2030 document be ready?

REPLY

(a) The total budget for the commission for 2011/12 is R83.8 million of which R20 million is an earmarked allocation for the National Income Dynamics Study leaving R63.8 million for the work of the commission and the expenses of the Ministry. A total of R7.5 million is budgeted for the public enagement process and communications in this fiscal year.

(b) This phase of engagement is on the diagnostic report and on solutions that would inform the plan. This phase would last for approximately three months.

(c) The vision 2030 statement and development plan would be presented for consideration to Cabinet and the country on 11 November 2011.

Whether the Statistician-General has appointed a public relations company to assist with the communication programme for Census 2011; if not, what is the position in this regard; if so, (a) which company and (b) what amount has been budgeted for the programme?

a) Stats SA appointed Dzinge Productions to work on the communication programme for Census 2011. In addition a Media Bulk Buy budget has been set aside for the purpose of buying advertising space for the census.

b) An amount of R115.679 million has been budgeted for the Census 2011 communication programme as follows:

Dzinge Productions - R55.850 million

Media Bulk Buying - R59.829 million
