Mr DJ Stubbe (DA) to ask the Minister of State Security:

(a) What are the reasons for failing to submit annual reports on or before the relevant due date for the (i) 2009-10 and (Ii) 2010-11financial years, (b) who is responsible for this failure, (c)when will each report be tabled in Parliament and (d) what mechanisms will be put in place to ensure that this does not happen again?

REPLY:

(a) The State Security Agency (SSA) is undergoing restructuring. This has resulted in the need to table one consolidated annual report for the SSA1 comprising all the components falling under it. For the 2009-10 financial year, this was however not possible and therefore each component had to submit separate reports to the Joint Standing Committee on Intelligence (JSCI).

These were submitted on 12 October 2011, twelve days after the due date to the JSCI in parliament.

For the 2010-11 financial years, a consolidated report was however compiled and submitted to the JSCI on 27 September 2011.

(1) The State Security Agency has not placed any company or person on the list of restricted suppliers.

A similar question was asked on 13 September 2011 by the honourable member of the Joint Standing Committee on Intelligence (JSCI), Mr Stubbe of the Democratic Alliance.

The Minister gave a detailed response to the Joint Standing Committee on Intelligence (JSCI) on the 21 September 2011. It was our impression that the member and the committee were satisfied with our response.

(1) (a) Who is the preferred service provider that is used by his department for the hiring of vehicles and (b) why is the specified service provider preferred;

(2) Whether his department has a fixed contract with the specified service provider, if not, why not; if so, what are the relevant details;

(3) What is the (a) name of the service provider and (b) reason for using the specified service provider in each instance where vehicles have been hired for use by him since March 2010?

REPLY:

1. The State Security Agency does not have a preferred service provider for rental of vehicles.

2. The State Security Agency does not have a fixed contract with any service provider for rental of vehicles, reason being the department does not want to be tied by contractual obligations that would make it difficult for the Agency to utilize other service providers where there is no availability.

3. This question has already been answered. We refer the honourable member to our response to question 1479 asked by Mr NJ Van den Berg.

REPLY:

We are in the process of developing an energy saving plan. Energy saving interventions include:

At present:

  • Insulating and reducing temperatures of geysers,
    • Low energy lighting.
    • Temperature of water chillers reduced.

    In the Medium Term;

    • Reconfiguration of sewer room energy consumption.
    • Replacement of perimeter lighting with solar and LED.
    • Replacement of all office lighting with LED.
    • All new building developments include energy efficiency installations as well as water harvesting.
    • Solar installation at the Academy.

    In the Long Tern:

    • Replacement air-conditioning systems.
    • Alternative sustainable energy supply such as solar and battery to servers, UPS and geysers.
    • Glazing installations to improve heat reflection and retention.

    The above measures will however depend on our ability to acquire funding and specialized skills.

    1. Whether (a) he, (b) any specified officials and (c) any other person have been issued with a government or official credit card during the period 1 April 2010 up to the latest specified date for which information is available, if so, what are the relevant details for him and each holder of a credit card in respect of the (i) name, (ii) job title, (iii) credit limit, (iv) outstanding amount as at the latest specified date for which information is available, a monthly expenses incurred for each month since receiving the credit card, (vi) reason for such person being issued with credit card and (vii) uses that such a credit card is intended far:

    2. Whether any such credit card are aver their credit limit, if so (a) whose credit card an over the limit and (b) what is the reason for the credit card exceeding the limit,

    3. Whether any action has been taken against such persons for exceeding their credit limit, if not why not if yes what are the relevant details?

    REPLY

    There are two types of credit cards used in the State Security Agency, the Petrol card which is used for purchasing of fuel for Official Vehicles and the Diners Club card which is used for travel and related expenses.

    Petrol Card

    There are 6 Petrol Cards issued for the Official Vehicles. They are only used for Petrol and the amount used is deducted monthly from the Agency's Bank Account. Due to the fact that expenditure incurred for the month is deducted through a bank debit order in the Agency's Bank Account there is no set credit limit so the Petrol Card account does not go into arrears. The average monthly expenditure for the financial year 10/11 was R26 546.61 and R35 182.62 for the current financial year to August 2011.

    Diners Club Card

    There are 11 Diners club cards issued to Members on the General Manager level positions and higher and in the Foreign Branch for travel and related expenditure. The reason for the issuing of the Diners club cards is far members to carry less hard cash when travelling and also to provide security cover for Members when travelling abroad which is the reason why the Diners club cards are not in the name of the Agency.

    The monthly credit limit for the Diners club card is R 100 000.00 per month and the average monthly expenditure for the financial year 10/11 was R3 044.43 and R21 110.97 for the current financial year to August 2.

    The credit limit has never been exceeded for the Diners Club cards. There is no overdue amount in both credit cards.

    Here is a schedule of expenses incurred since April 2010 until August 2011.

    REPLY:

    We employed two (2) special advisors on contract at the DDG level with the remuneration in terms of the salary scale of the State Security Agency.

    They advise the Minister on State Security related matters.

    Reply:

    The ministry of State Security hired cars 34 times, the distance travelled was 17 530 and the actual coat was R339,894.55. The class of these cars ranged from Mercedes C Class, Audi A4, Pathfinder and BMW X5/ X8. These vehicles were hired for the Minister to conduct his official business, where there are no official cars available, when his official car was not available, broken down or in for repairs.
