THE MINISTER OF TOURISM ANSWERS:

1. The average cost per Full Time Equivalent Job (FTE) from the programme baseline budget is R60,000 and from the EPWP Wage Incentive Budget is R34,000.

2. Sixty eight (68%) percent of the programme budget is spent on infrastructure projects with an average cost per FTE of R60,000.

3. The cost per FTE on the infrastructure type of projects is on average R60 000 and for capacity building and training learnership projects it varies between R34,000 and R40,0000.

4. According to the department it was not involved in the Holo Holo Hlahatsi project in the 2010/11 financial year.

Definitions "EPWP Incentive" is a specifically and exclusively appropriated budgetary allocation to eligible public bodies to expand job creation for the EPWP target group by implementing EPWP programmes/projects to achieve a targeted number of full time equivalent jobs; "FTE" or a full time equivalent job refers to one person-year of employment. One person year is equivalent to 230 person days of work. Person-years of employment = total number of person days of employment created for targeted labour during the year divided by 230. For task-rated workers, tasks completed should be used as a proxy for 8 hours of work per day; "Labour intensity" refers to the size of the labour component of a project and is calculated as the percentage of wages against the project cost; QUESTION NO. 3714

3714. THE MINISTER OF TOURISM ANSWERS:

As a continent, Africa contributes about 70% of total foreign tourists to South African (SA). South African Tourism (SAT) has identified Kenya, Nigeria, Angola and Botswana as part of its core market strategy. This has meant that 60% of resources are allocated to these markets of the total allocation for the continent. Mozambique and Democratic Republic of Congo (DRC) are identified as investment markets and resources have been allocated accordingly.

New research has been conducted in the air markets to understand the market potential and how to best activate travel from these markets. The research driven strategy will guide operational and marketing work going forward. An office has been opened in Angola. The other markets are currently serviced from its Head Office but there are plans to open an office in Nigeria by April 2012, which will be a hub for West Africa. By the following year, an office will be opened in Kenya to service East Africa.

To date, extensive marketing and sales campaigns have resulted in increasing arrivals especially from Nigeria where the growth has reached 32% by end August 2011 and DRC grew by 16%. In total, Africa has grown by 8.3% which is 308 000 more people than last year in the same period.

South African Tourism has facilitated trade workshops and trade support work for about 50 South African (SA) products and more than 300 trades from the continent. In Nigeria, there were 69 Fundi graduates this year and 57 in Kenya which means that they are trained to sell SA in their travel agencies. Joint marketing agreements are in place with several tour operators but the highlight is the deal with both Kenyan Association of Travel Agents (KATA) and the Nigerian Association of Travel Agents (NANTA).

Social media and mobi sites are proving to be great tools for travel information and deals. In six months, more than 5 million people have engaged with SAT on the various sites. These sites operate in three languages - English, Portuguese and French to accommodate the various countries and engage consumers in their own language as far as possible. SAT's innovative mobi advertising has attracted worldwide acclaim.

Public Relations (PR) work has been extended by using in market PR resources and hosting media and in six months, total media coverage generated by SAT is R65 million.

SAT participated in FILDA, trades show in Angola for which our destination stand won an award.

Over the next three months, 50 trade and media will be hosted on a mega fame trip in South Africa. An online media, radio and print will continue be used to promote the destination and special deals. The global media footprint through CNBC Africa and BBC worldwide as well as CNN has extensive reach on the continent especially with the more lucrative segments.

Brazil, Russia and China (BRICs) markets offer great potential for future tourism growth as their economies grow and in both China and Russia, Gross Domestic Product (GDP) has doubled in 10 years. India is a core market in South African Tourism's (SAT) portfolio and both China and Brazil are investment markets. A new portfolio review will be done next year as the strategy is refreshed every three years.

SAT has promoted South Africa (SA) through media and trade promotions throughout India, China and Brazil. This has taken a form of deal driven campaigns through the trade, trade road shows and workshops, trade shows, trade support and training as well as through media campaigns on television, in cinema, outdoor and online. Customised websites have been developed in Mandarin and Portuguese.

The results to date show tourist arrivals growth of 20% for China, 33% for India and a decline of -13% for Brazil up to August 2011. Brazil had growth in 2010 for the 2010 FIFA World Cup hence the decline in 2011 as compared to previous year.

Russia is still a new market for SA and brings in a small number of tourists annually and has shown a -21% decline to August 2011. However, SAT does have a trade hosting programme for Russia to start opening the distribution channel in the market.

Airlift and a few visa issues are a barrier to growing the potential from the BRICS markets but these are matters receiving attention. South African Airways has increased its frequencies to 11 weekly on the Brazil route and will be starting a flight to Beijing in January 2012 Department of Home Affairs has improved the visa application process in China and India but the capacity to process groups quickly is still constrained.

Trade work in Brazil, a new market for SAT has shown results as the trade partnerships have extended to large volume sellers who had not sold SA before.

The BRICs markets will continue to be a big focus for growth in the next fiscal and the near future as the economies of traditional markets in Europe will make it more difficult to attract new tourists.

South Africa has a well-developed domestic tourism market but, many sections of the population do not participate in the tourism economy. The National Department of Tourism is currently starting a process of drafting a new domestic tourism strategy. This strategy will inform issues like these.

Currently, South African National Parks offers a sponsored programme called "Kids in Parks" that allows the youth and particularly school groups to visit national parks like Table Mountain.

Since 2008, South Africa has seen a 20% increase in accommodation supply. The Global Recession has affected global tourism numbers.

There have been media reports of certain hotels ceasing to operate in 2011. However, the reasons are complex and related to various issues about property development, revenue and occupancy. This is a global trend and we will continue to monitor the situation.

To avoid the most devastating impacts of climate change - also on the tourism economy - and keep adaptation remotely affordable, a global effort is needed to limit average temperature increase to below
2 ˚C above pre-industrial levels. The tourism sector would have to contribute its fair share to national and global efforts. It will be cheaper to act now to reduce emissions, rather than dealing with the devastating impacts of climate-induced changes on our tourism destination later. Not only will unmitigated climate change lead to direct damage costs to infrastructure, but there could also be indirect costs - in particular so for a destination of which the competitiveness depends on the environment and the climate itself. We have to deal with the mitigation challenge in the most environmentally effective and cost-efficient way. The government's LTMS study found that the policy option with the greatest potential for reducing emissions and changing behaviour is carbon pricing. In the long run, net negative impacts for the tourism sector are not expected.

Yes, the Department has created full time equivalent (FTEs) jobs through the Social Responsibility Programme (SRI) as well as the Tourism Partnership Enterprise (TEP) programme (a) a total of 1,915 FTE jobs were created in 2010/11 financial year and 1,017 FTE jobs in quarter one of 2011/12 from the SRI programme, and a total of 6,226 FTE jobs were created in 2010/11 financial year and 277 FTE jobs in quarter one of 2011/12 from the TEP programme, (b) 6,503 FTE jobs were created through the TEP programme in 2010/11 and quarter one of 2011/12 financial years (c) youth at age (18-35) benefited.

The collection of information in relation to the definition started in the 2009 calendar year. Statistics South Africa is the official statistics agency for the country and is responsible for the publishing of all the statistics. There are no plans to do retrospective calculations from the Department of Tourism as we focus on ensuring alignment to the international definition and standards going forward.

2152. THE MINISTER OF TOURISM ANSWERS:

The National Department of Tourism, through a consultative process, developed the National Tourism Sector Strategy (NTSS). The NTSS is a comprehensive strategy, with the mission to significantly grow a sustainable tourism economy in South Africa with domestic, regional and international components.

The NTSS was approved by Cabinet on the 2nd March 2011 and subsequently launched on the 24th March 2011 at the Luthuli Museum in KwaDukuza, Kwa-Zulu Natal. The Strategy set itself bold targets in terms of growing tourism's contribution to the Gross Domestic Product, job creation and tourist's arrival. It also raises, among other things, a renewed focus on marketing and brand management, stimulating regional and domestic tourism.

The Marketing Strategy for 2011-2013 is currently being implemented and includes both an international, regional and domestic tourism marketing perspective. A portfolio review for this strategy will be done in 2012 for the period 2014 – 2016.

The newly created Department of Tourism financially split from the former Department of Environmental Affairs and Tourism on 1 April 2010 and information is therefore supplied accordingly.

The Ministry of Tourism, Department of Tourism and its public entity South African Tourism works collaboratively to fulfill our vision and mandate to position South Africa as one of the top 20 tourism destinations globally by 2020, and to grow tourist arrivals and spend with a view to sustainable job creation and economic growth. Our international and domestic travel investments are guided by these strategic imperatives.

Official travel was undertaken to participate in Cabinet, Parliamentary and other official duties directly related to the business of government, including official state visits with the President and Deputy President and destination marketing. Furthermore, we have various bilateral agreements, and regional and international institutional obligations. Above all, we have a legislative mandate to market SA internationally. We are extremely proud of our achievements in all these respects.

South Africa recorded an exceptional 15.1% increase in tourist arrivals to the country last year. In 2010 we saw more than 8 million tourist arrivals (8 073 552) to the country compared to just over 7 million (7 011 865) in 2009. This compares very well in international terms. Figures from the United Nations World Tourism Organisation (UNWTO) show that global tourism arrivals is estimated to have grown by 6.7% in 2010, which means that South Africa outperformed the global market by more than 8%.

The 15.1% growth in tourist arrivals to South Africa outperformed that of every other region in the world, including arrivals growth of 13.9% for the Middle East, 12.6% for Asia and the Pacific, 7.7% for the Americas, 6.4% for Africa and 3.2% for Europe. We are delighted with these strong growth figures.

Growth was not driven only by the World Cup, as the figures show that tourist arrivals performance in 2010 exceeded that of 2009 across all 12 months of the year. In terms of tourist arrivals to South Africa, we recorded increases from all our markets, with the regional growth rates as follows:

Ø Central and South America 109.2%

Ø Australasia 26.3%

Ø Asia 39.1%

Ø Middle East 19.3%

Ø Africa 12.8%

These figures provide a solid base on which we can build in terms of our growth targets for emerging markets. From a tourism perspective we stand to gain tremendously from our recent inclusion in the BRIC partnership and we are aligning our planning and strategies accordingly.

We have continued this positive growth during this first quarter of this year.
