No by the Department of Social Development, the National Development Agency and the South African Social Security Agency. The names or the affiliates of the above-mentioned companies could not be obtained to determine of the Department has entered into contracts with anyone of them.

Only the Companies and Intellectual Property Registration Office (CIPRO) can determine which are affiliates to the above-mentioned companies, there after the Departments will be able to establish if contracts were entered into with any such company.

Reply

The department did not enter into any contractual agreement with certain companies (names furnished). However the Commission for Gender Equality (CGE) an entity which now reports to the Department for Women, Children and Persons with Disabilities, did enter into such contractual agreements in the past.

To that end, a document in Excel is attached to this reply accordingly; which gives details about all the contractual agreements entered into by the Commission for Gender Equality (entity) with certain companies, during the periods 2008/09; 2009/10 and 01 April 2010 to date.

The Economic Development Department was established on 7 July 2009. The organisational structure was approved on 15 December 2009, which provides for a Director-General and Chief Financial Officer. Accordingly, these posts were advertised early in 2010.

REPLY:

(a) The Department of Energy was established after the announcement by the President in May 2009 as a National Department. The latter was proclamated on 7 July 2009 in the Government Gazette. Ms NVB Magubane was appointed as Acting Director-General for the Department of Energy for the period 22 July 2009 to 30 November 2009. She was thereafter appointed as the Director-General with effect from 1 December 2009.

(b) The Department of Energy shared a Support Service function with the department of Mineral Resources since the announcement by the President in May 2009 until 31 March 2010. During this period the Department of Energy utilised/shared the CFO of the Department of Mineral Resources which was designated as the hosting Department. During this period there were several Acting CFOs appointed by the Department of Mineral Resources.

The member is reminded that the Department of Higher Education and Training (DHET) did not exist between 1 January 2000 and 7 July 2009. (i) Director-General

Dr A Ntsaluba: Promoted to the position of Director-General: Health on 01 October 1998 and transferred to the Department of Foreign Affairs on 31 August 2003.

Dr K S Chetty (Acting): Appointed to act in the position for the period 01 September 2003 to 30 April 2004.

Mrs M K Matsau (Acting): Appointed to act in the position for the period 01 May 2004 to 31 August 2004.

Dr K S Chetty (Acting): Appointed to act in the position for the period 01 September 2004 to 31 December 2004.

Mr T D Mseleku: Appointed at the Department of Education on 01 January 1995 and transferred to the Department of Health on 01 January 2005. His contract was redetermined and ended in September 2009.

Dr K S Chetty (Acting): Appointed to act in the position on 01 October 2009 and transferred to the Gauteng Provincial Government on 15 March 2010.

(ii) Chief Financial Officer

Mr F G Muller: Appointed to the position on 01 February 1998 and retired on 31 October 2008.

Ms T Rennie (Acting): Appointed to act in the position on 01 November 2008 to date.
