Whether, since her appointment in May 2009 any renovations or alterations were done at (a) state owned and (b) private residences of her, her deputy minister or any other specified official of her department; if so, (i) where she and the occupants of each such residence were accommodated during the renovations and (ii) at what cost in each case? REPLY

1. In respect of accommodation for both the Minister and Deputy Minister, each of them reside at own accommodation in Gauteng and are provided with state owned residences in Cape Town. The provision and management of the state owned accommodation in Cape Town is vested with National department of Public Works and DCS is not in the possession of details required in this regard.

2. All matters related to the private residences of the Minister and Deputy Minister are entirely private and the department does not interest itself with any such matters, the same applies to private residences of the officials.

3. The department owns and provide residential accommodation to a portion of its officials as a work facility. These accommodations are located within various correctional facilities across the country and are therefore subject to ongoing renovation, repair and maintenance at the state cost. Sometimes these functions are rendered by employment of offender labour who get paid gratuity for general labour provided.

4. The detail of the information required in respect of state owned residences is rather cumbersome and will take long to collect. The overall departmental budget allocated for day to day maintenance for this financial year (2009/2010) is R90 million. This amount caters for maintenance of correctional facilities and the state owned residences provided to departmental officials. Each instance requiring repair or maintenance is limited to an amount less than R20 000, 00, anything in excess of this follow procedures prescribed by NDPW.

5. Except for instances where offender labour is employed, domestic, garden services, furniture and accessories are at the official's own cost.

REPLY:

The Ministry is in the process of finalising Performance Outcomes which will be adopted and approved by Cabinet in the new year. The outcomes will form the basis for performance agreements of ministers, therefore no performance agreements are in place. The terms will also be concluded after the approval by Cabinet.

No, the Department has not undertaken any renovations or alterations in my official residence including my Deputy Minister. The work underway at my private residence is part of standard security measures being provided for the members of the executive.

Renovations of State-owned residences, accommodation and associated costs relating to members of the Cabinet are a responsibility of the Department of Public Works in terms of Chapter 4 of the Ministerial Handbook. We would like therefore to direct this question to the Minister of Public Works.
