2) a) The statement was issued by the Media Liaison Officer (MLO) without approval by the relevant authority.

b) The MLO was directed to withdraw the statement because it had not gone through the internal approval process.

(1) What amount in advertising revenue did each small community print media project which is supported by the Media Development and Diversity Agency (MDDA) generate (a) in the (i) 2011-12, (ii) 2012-13, (iii) 2013-14, (iv) 2014-15 and (v) 2015-16 financial years and (b) since 1 April 2016; (2) Whether the MDDA has put any succession plans in place to assist small community print media projects in mitigating instabilities affecting the delivery of planned targets; if not, why not; if so, what are the full relevant details?

Reply:

1. (a) (i), (ii), (iii), (iv) and (v) The MDDA publishes advertising revenue generated by each small community print media project which is supported by the Media Development and Diversity Agency (MDDA) via the Milele Group and the Government Communication Information System (GCIS) in its annual report. These are available on request. The MDDA does not have direct access to detailed advertising income until it receives annual reports from media buyers and the GCIS. To provide a comprehensive breakdown per community print project requires a survey in order to give justice in responding to this question as we do not have readily available information within the specified time.

(b) Information on advertising revenue generated by each small community print media project which is supported by the MDDA via the Milele Group and the GCIS is consolidated on an annual basis for publication in the MDDA annual report. The MDDA does not have direct access to detailed advertising income until it receives annual report from media buyers and the GCIS. To provide a comprehensive breakdown on advertising revenue generated per community print project since 1 April 2016 requires a survey in order to give justice in responding to this question as we do not have readily available information within the specified time.

2. (a) Yes, the MDDA has succession plans in place to assist small community print media projects in mitigating instabilities affecting the delivery of planned targets, via established partnerships to capacitate the print sector on content development. These partnerships include arrangements with Soul City, AIP, SAASTA and SEDA, ongoing engagement with the Big4, ongoing engagement with the GCIS on media buying and planned engagement with SALGA and all state organs on media buying.

Reply:

The Department of Communications commissioned an investigation conducted by the National Treasury on the procurement process of Set Top Boxes (STBs) and other associated accessories. No criminal charges have been laid against any employee and/or former employee of the Universal Service Access Agency of South Africa as the report is being processed. The department is, however, working with the Department of Telecommunications and Postal Services (DTPS), as USAASA reports to Parliament via the DTPS, in considering actions to be taken based on the recommendations entailed in the report. .

(a) The department has together with entities, namely, Universal Service Access Agency of South Africa (USAASA) and South African Post Office (SAPO) accompanied by the Department of Telecommunications and Postal Services (DTPS) in August and September 2016 approached National Treasury to discuss the funding issues of the project. Funding is required for the Programme Management Office (PMO), Public and Consumer Awareness, Contact Centre, Dual Illumination, Set-top-boxes and related accessories such as antennae and satellite dishes as well as for installations. The department is in the process of facilitating the compilation of funding requirements with entities to submit to National Treasury in November 2016.

(b) (ii) Suppliers are not involved in the submission of funding requirements to National Treasury.

Reply:

(a) (i) The Department of Communications did not budget for nor spend on the Thank You SABC Music Concert.

(ii) The Thank You SABC concert was an initiative hosted and coordinated by Phumelela Group at Orlando Stadium to thank the SABC and the Board for its endeavours to develop local music/content. Costs pertaining to the event would have been directed and charged to the organisers by all service providers contracted to the event. Whilst the SABC was not directly involved, it made a contribution of R2 695 750.50 to the Phumelela Group.

The SABC charter obliges the corporation to organise, present, produce, provide or subsidise concerts, shows, variety performances, revues, musicals, etc. in connection with the broadcasting and programme supply services of the corporation or any purpose incidental thereto.

In keeping with this obligation, the SABC has identified key events that are aligned to this obligation as well as those events that have the potential of retaining and growing audience share by meeting the needs and expectations of multicultural mass and niche audiences in all official South African languages.

Furthermore, the 90/10 strategic decision by the SABC compels the SABC to escalate its local content measures and provide a much wider variety and cross cultural palate of content that reflects the South African landscape.

Reply:

Yes, ICASA placed a moratorium on community radio licences.

a)   i) ICASA issued twenty three (23) community sound broadcasting service licences in the 2015/16 financial year.

      ii) Five (5) were issued since April 2016.

aa) On 22 September 2015, ICASA issued a moratorium in respect of applications for class community sound broadcasting service licences and applications for radio frequency spectrum for purposes of providing a community broadcasting service.

bb) The moratorium was necessitated by:

    i) A scarcity of analogue radio frequency;

   ii)The review of the licensing processes and procedures regulations to include a provision for ICASA to process registrations from class community broadcasting licences in two intervals per year. This was concluded in March 2016; and

   iii) ICASA is in the process of developing new regulatory framework for community broadcasting in the 2016/17 financial year.

The moratorium does not however, apply to pending applications received by the Authority before September 2015 and applications for special event licences.

Reply:

(a) Extensive discussions with all relevant stakeholders including Portfolio Committees, National Treasury and affected broadcasters are being pursued to find a sustainable solution to the shortfall by Sentech. These steps include among others, reallocation of existing funds towards digital migration to cover dual illumination costs and the borrowing capacity of the state.

(b) The dual illumination related costs being sought amount to R509 million over the MTEF period with approximately 90% of these costs being attributable to satellite rental, maintenance and energy.

(c) (i) The funding request was made to the National Government;

All of the 15th Metro Awards have been paid, except Casper Nyovest (Best Hip Hop). The delay in payment of Casper Nyovest is as a result of the fact that the station is awaiting proof of banking details from the artist. Attempts to get the documents from him has been made to no avail. It should be noted that the Metro FM Awards takes place at no cost to the SABC as they are fully funded through sponsorships and partnerships. However, the SABC administers the funds thereof.

Reply:

(a) The Department is not running any development programmes for (i) small businesses and (ii) co-operatives (aa) due to budgetary constraints.

Brand South Africa:

(b) Brand South Africa’s mandate is to manage South Africa’s reputation to position the country as a globally competitive destination. The organisation works with a range of stakeholders to achieve this mandate and therefore does not run specific development programmes for (i) small businesses and (ii) co- operatives.

(aa) In executing its mandate to build a competitive identity for the country together with identified stakeholders, Brand South Africa partners with organisations that promote entrepreneurship development. This comes within the context of Brand South Africa’s Active Citizenship programme.

(bb) Brand South Africa has allocated R250 000 for the 2016/17 financial year to a national entrepreneurship workshop series which is aimed at fostering interaction and sharing lessons between emerging entrepreneurs and accomplished business leaders, who share key tenets of their business success, their entrepreneurial journey, the critical elements of their business growth as well as their insights on what is required to build an inclusive, thriving economy in South Africa.

(cc) The entrepreneurship workshop series aim to bridge the gap between reality and aspiration, information and knowledge and practical skills in building sustainable enterprises. The workshop series will reach an estimated number of 5,500 aspirant and emerging entrepreneurs.

Independent Communications Authority of South Africa:

(b) ICASA is not running any development programmes for (i) small businesses and (ii) co-operatives (aa) due to the fact that, as a regulator, ICASA does not have resources to develop SMMEs and Cooperatives but create an enabling environment through regulations for their growth. SMMEs in ICT sector enabled through exemptions in licensing.

Media Development and Diversity Agency:

(b) (i) Yes the MDDA provides financial and non-financial support to Small Commercial Media Entrepreneurs registered according to the Company’s Act in South Africa

(ii) Yes the MDDA provides financial and non-financial support to Small Commercial Media Entrepreneurs registered according to the Cooperatives Act in South Africa

(aa) The MDDA has provided support in the establishment of Print Media Cooperatives in provinces of Limpopo, Mpumalanga, KwaZulu-Natal, Free State and Eastern Cape; these cooperatives encourages collective advertising to various Small Commercial and Community Print publications.

The MDDA is currently providing financial and non-financial support to 45 Small Commercial Media Projects spread across the country, this is in a form of grant funds, capacity building, and linkages with various stakeholders including government and information provision.

The revised SABC editorial policy has been approved by the SABC Board and is currently being implemented. Public consultation has taken place, wherein stakeholder engagements were held with more than 30 organisations and interest groups from across the country and were followed by 17 public hearings, where each province hosted at least one. Almost 2,000 people attended these hearings. The public consultations were advertised on SABC platforms and in selected print media. The SABC received 216 written submissions from individuals and organisations.

In this regard, the Board has, as per the Broadcasting Act, ensured that there is public participation in the development of the SABC’s editorial policy.

(b) Duduzile Nchoba and Talifhani Khubana (Acting CFO) approved the transfer of such monies to staff members’ accounts.

(c) The University of Witwatersrand (Johannesburg) was the service provider(s) paid.

(d) The following supply chain procedures were followed in line with the following regulations relating to emergency situations:

  • Treasury Regulation 16A64
  • The National Treasury Practice Note No 8 of 2007/2008, paragraph 3.4.3

(a) Government has made available part of the funding for dual illumination through the Department of Telecommunications and Postal Services (DTPS) allocation of R100m (R87.7m net of VAT) out of the R140m net of VAT required per annum. There are attempts to engage National Treasury through the DTPS and DoC to see if Sentech can reallocate some funds towards digital migration to cover dual illumination costs.

(b) The decision not to allocate the funding for DTT Dual Illumination expenditure was taken within the constraints of the National Budget and continuous discussions with all relevant stakeholders including Cabinet and the National Treasury will be pursued to find a sustainable solution to the shortfall. The Digital Migration project is critical for the country and Dual Illumination is an essential part of this process.

(c) Seven candidates were shortlisted while the others did make it through the shortlisting phase due to lack of competencies. Four candidates were shortlisted for the interviews and did not perform well. The candidate who scored the highest did so consistently on the total assessment of the 11 tested competencies: Community media knowledge, Broadcast media environment, Advances in Technology, Compliance, Project Monitoring & Evaluation, Risk Management, People Management, Stakeholder Management, Policy Formulation, Regulation and Service Operation, Presentation of Case Study and Background Review. This candidate was subsequently made an offer which was later withdrawn on an out of court settlement basis between the MDDA and the candidate.

Reply:

(1) (a) National Treasury has appropriated R2.5 billion for the procurement and supply 5 million set-top-boxes to poor television owning households in South Africa.

(b) National Treasury has already allocated R2.251.554.000 ( R2.2 billion)

(c) These funds have been allocated from the Universal Service and Access Funds.

(d) The allocation in (b) above is for the current financial year (2016/17) which includes the rollover from the previous years.

(2)      There are ongoing engagements with National Treasury regarding the extra funding that might be required.

(1)(a) What is the current status of discussions about the requirement of households to have a current SA Broadcasting Corporation TV Licence in order to receive government-subsidised set-top boxes and (b) with whom are these discussions being held; (2) are amendments to (a) the Broadcasting Act, Act 4 of 1999 and/or (b) any other regulatory mechanism(s) being contemplated to alleviate the legal obligation of the specified households from requiring valid TV licences before receiving government-subsidised set-top boxes; if not, why not; if so, what are the relevant details in each case?

Reply:

The qualifying criteria issued by the Universal Service and Access Agency of South Africa (USAASA) requires that for poor TV owning households to qualify for free set-top-boxes they must have a valid TV license. However, a TV license is not compulsory to purchase a STB. The license requirement is proving to be an obstacle in the registration of the qualifying TV households and ultimately on the distribution of set-top-boxes. Therefore, Department of Communications (DoC) sought to address this as a matter of urgency.

Resultantly, a decision was made, together with the SABC management, to delink TV license requirement from the Set-Top-Box registration process. It is my considered view that by delinking the TV license requirement, registration of the qualifying TV households and ultimately on the distribution of set-top-boxes will enable the indigent households in the SKA area to benefit from the government subsidy.

Minister was invited to participate in this forum as a World Communication Forum Davos Committee Co-Chair elected for the period of 2015/16. She was also requested to speak within the larger theme announced for the opening panel: "Country Reputation - who's in charge of Communications, Identity and Trust?".

Minister was also invited to be one of the officials handing over the C4F Gala Awards to the winners. The category given to Minister to confer was on “communications of the future” – in recognition of the most creative and effective communication campaign. Minister had an opportunity to meet representatives from BRICS countries, where they’ve agreed to establish the BRICS Communications Forum which will focus on defining the communication strategy of BRICS.
