SWEARING IN OF MEMBERS

The DEPUTY SPEAKER: Hon members, I wish to announce that the following members who could not be sworn in on 21 May 2014 were sworn in by judges designated by the Chief Justice: Mr Z S Makhubele, Ms H Mkhize and Ms N Ntwanambi.

The vacancy which occurred due to Mr T T Mboweni not taking up his seat has been filled by the nomination of Ms M P Mmola with effect from 7 May 2014. The vacancy which occurred in the National Assembly owing to the hon President ceasing to be a member in terms of section 87 of the Constitution has been filled by the nomination of Mr L Ramatlakane with effect from 22 May 2014. The vacancies which occurred owing to the resignations of Mr N G Kodwa and Mr M C J van Schalkwyk have been filled with effect from 26 May 2014 by the nominations of Ms P E Adams and Mr T Z M Khoza respectively. Lastly, the vacancies which occurred owing to the resignations of Mr J S Ndebele, Mr M V Sisulu, Ms B M Ntuli and Ms L M Xingwana have been filled with effect from 30 May 2014 by the nominations of Mr L K B Mpumlwana, Ms T M A Tongwane, Ms J D Kilian and Mr C Nqakula respectively.

The members have made and subscribed to the oath or solemn affirmation in the Speaker's office.

The DEPUTY SPEAKER: Hon members, before we proceed, we wish to further announce that the President has informed the Speaker that he has appointed the Deputy President, Mr M C Ramaphosa, as Leader of Government Business in the National Assembly in terms of section 91(4) of the Constitution. MOTION OF CONDOLENCE

(The Late Mr M B Coetzee)

The CHIEF WHIP OF THE MAJORITY PARTY: Hon Deputy Speaker, I move that the House –

(1) notes that the Secretary to Parliament, Mr Michael Benjamin Coetzee, passed away after a prolonged illness on Friday, 13 June 2014;

(2) acknowledges that Mr Coetzee served Parliament with distinction and dedication for almost 20 years; firstly, as head of Human Resources for Parliament from 1996 to 1998; as Deputy Secretary to Parliament from 2002 and then as Secretary and Accounting Officer of Parliament, a position to which he was appointed in November 2012;

(3) remembers that he was Secretary to the Gauteng Legislature from 1998 to 2002 and that he had vast experience of trade union activities and organisation;

(4) also remembers that he was an activist in his own right and participated in the struggle preceding the first democratic elections;

(5) further acknowledges that Mr Coetzee was diagnosed with cancer some years ago but, true to his character, continued to attend to his work until the final days of his life; and

(6) extends its profound condolences to Mr Coetzee's wife, Bridgette, his son Matthew, his mother and his family, friends and colleagues at Parliament.

Agreed to.

The DEPUTY SPEAKER: The Presiding Officers associate themselves with the motion and the condolences of the House will be conveyed to the Coetzee family. Hon members, the House will create an opportunity at a later stage for tributes to the late Secretary of Parliament.
