SUBMISSION TO PARLIAMENTARY COMMITTEE
COMPETITION SECOND AMENDMENT BILL

BACKGROUND
The Industry, which is a partnership between two co-operative manufacturers and about 2600 growers is structured in terms of the Wattle Act and Agreement as legislated.

The purchase of raw material, marketing of products and R & D are all handled centrally whilst funds are also distributed from the centre.

PRESENT
The Industry is busy investigating the best route to follow for de-regulation but obviously this action requires some time to complete.

PROBLEM
The removal of Sec 3 (1) (d) from the Act will place our Industry in a very difficult position. We suggest that a section be introduced into the Bill granting an exemption for 24 months only to those who were exempted in terms of Sec 3 (1) (d). That period would allow them to seek exemption in terms of Sec 10 or to de-regulate.
