Proposed Amendments to the National Regulator for Compulsory Specifications Bill (B47 of 2007)

Clause 1

1. On page 4, in line 27, to omit "2007" and to substitute "2008":

Clause 5

1. On page 5, from line 37, to omit paragraph (f) and to substitute:

"(f) issue a letter of authority certificate which permits commodities or products to be sold or services to be supplied;"

Clause 6

1. On page 5, in line 55, after "consists of' to omit "not less than ten, and not more than 13" and substitute "not less than seven, and not more than nine".

Clause 13

1. On page 7, from line 26, to omit paragraph (e) and to substitute:

"(e) declare or amend a compulsory specification if a SANS or a provision of a SANS is not available in terms of paragraphs (a) and (b);"

2. On page 8, after line 3, to add the following subsection:

"(8) The Minister may make regulations in terms of section 36 that set out the consultation process which must precede the declaration or amendment contemplated in subsection (1 )(e)."

Clause 14

1. On page 8, from line 17, to omit paragraph (a) and to substitute:

"(a) keep or supply to the National Regulator such records as may be prescribed by the Minister."
