The
Standing and Select Committee on Appropriations invites you to submit written
submissions on the 2014 Medium Term Budget Policy Statement (MTBPS) that will
be tabled on 22 October 2014.
The Minister of Finance (the Minister) will table the 2014 Medium Term Budget
Policy Statement (MTBS) before Parliament on 22 October 2014. The Minister will
meet his obligation under section 6(8) of the Money Bill Amendment Procedure
and Related Matters Act 9 of 2009 (the Act) that requires the Minister to
submit to Parliament the MTBPS. The Standing and Select Committees on
Appropriations are required according to the Act, to consider and report on the
following issues:
▪ the spending priorities on national government
for next three years;
▪ the proposed division of revenue between the spheres of government and
between arms of government within a sphere for the next three years; and
▪ the proposed substantial adjustment to conditional grants to province
and local government, if any.
Joint
public hearings on the MTBPS (with specific focus on propose Division of
Revenue and Conditional Grant allocations to provinces and local governments)
will be conducted at Parliament on Wednesday,
29 October 2014. On Friday, 31 October 2014 a continuation of public
hearings on the MTBPS will be conducted by the Standing Committee on
Appropriations. On Friday, 07 November
2014 the Select Committee on Appropriations will conduct public hearings on
the 2014 Division of Revenue Amendment Bill.

received by no later than 16:00 on Monday, 27 October 2014.
