Report of the Portfolio Committee on
Labour on the Labour Relations Amendment Bill, dated 25 February 2014:
The Portfolio
Committee on Labour, having considered the subject of the Labour Relations Amendment Bill
[B 16B – 2012] (National Assembly – sec 75), and proposed amendments of the
National Council of Provinces (see Announcements, Tablings and Committee Reports,
23 October 2013, p4509), referred to it, reports the Bill with amendments [B
16C – 2012].
The
Democratic Alliance recorded its objection to the omission of clause 9(a),
which excluded supporters of a registered trade union from taking part in a
picket authorised by the trade union.
The Congress
of the People and the Democratic Alliance recorded their objection to the
omission of clause 9, paragraphs (c) and
(d) on page 6 of the Bill [B 16B – 2012], on the basis that a strike is not an
absolute right and therefore Labour Courts should be allowed to intervene when
illegal acts are committed during a strike.
