The vision of the DHA is rendering a world-class service
MISSION
To commit itself as required by the stipulated mandates to determine and confirm status of persons by providing enabling documents in the interest of promoting and protecting the nations integrity
CIVIC SERVICES
- DHA provides services to its citizens- locally and abroad.

IMMIGRATION
- DHA needs to implement policies that promote South Africa's investment, skills and tourism interest;
- Unsure effective management and control at Ports on Entry;
- Effective co-ordination and co-operation with the relevant stakeholders on maters of border control; and
- Upgrade all Ports of Entry to meet the requirements of all stakeholders.
ALIGNMENT WITH GOVERNEMNT'S PLAN OF ACTION

ROLE OF THE DHA WITHIN THE CONTEXT OF SOCIAL CLUSTER
The enabling documents issued by the DHA play a pivotal role in the activities of following cluster departments within social cluster:
- Department of Health is able to identify eligible citizens and residents in need of health care
- The Department of Education relies on the documents issued by the DHA to identify and register eligible students.
- Department of Social Services relies on the enabling documents issued by the DHA for social grants including child support grants.
IMPACT ON SOCILA CLUSTER ISSUES
- Partnering with Statistics South Africa in the project of determining causes of unnatural deaths.
- Child registration campaign.
- Office expansion of the DHA by the CSIR ( improve access to services)
- Significant role of the DHA in the 21 Nodes & MPCCs.
- Minister champion for Kgalagadi in the Northern Cape
- Deputy minister co- champion for Inanda, Ntuzuma and Kwamashu
- Smart ID card - the card will assist to counter corruption within the social security network.
- Launch of internship programme to support youth development initiatives.
- Preparation for 2010 Soccer World Cup
CITIZENSHIP REGISTRATION CAMPAIGN
- The department has embarked on a survey to determine service needs of unregistered South Africa citizens
- Comprehensive registration campaign
- ID distribution strategy
- Fully computerized mobile units
- On- line registration hospitals
CITIZENSHIP REGISTRATION CAMPAIGN
- Strategy developed and implemented in all provinces
- Fully Computerized mobile units
- 10 operational in the provinces ( 57 additional units to be rolled out by the end of 2005/6 financial year
- On- line registration at hospitals
- Registration facilities available at 73 hospitals counter wide
PERFORMCE FOR THE PAST 3 YEARS
- Accelerated Birth Registration Campaign has resulted in the registration of close to 5 million children, exceeding the target of 3.2 million
- Number of births registered for children under 15 years

- On- line registration births and deaths available at 73 hospitals currently.

DHA ROLE IN OTHER CLUSTERS
DHA participates in all five clusters
- Social Cluster - supportive role in social services
- Economic & Employment cluster facilitating the recruitment of scarce skills in to the RSA
- JCPS - DHA is chairing BCOCC
- IRPS- consolidation of African Agenda
- G & A Cluster- capability needs of a development state, macro- organization of the state and planning , implementation and monitoring & evaluation

Budget allocation 2005/06 (Current Financial Year)
- Allocation - R 2.0927 711 billion includes the following:
- Roll-overs - no additional funding received
- Unforeseeable / unavoidable - No additional funds requested
- Virement - Shifting between programmes/ economic classification to fund other priorities
- Other adjustments- R 59 750 million includes funds suspended to National Treasury ( Tariff Project - (R0.250 million) and R 60 .0 million to IEC for VAT charges
- Final allocation for the current financial year R 3.032 461 billion.
