THE INTEGRATED DEVELOPMENT PLANNING PROGRAMME
Aim:
· to consolidate and enhance an integrated system of planning and delivery
Strategic Objectives:
· develop a strategic system of planning and delivery for government to enhance sustainable development and local economic growth
· facilitate a horizontal system of development planning
· manage and implement a strategic supportive programme to support sustainable development and local economic growth

THE INTEGRATED DEVELOPMENT PLANNING PROGRAMME
Achievements to date
· completion of IDP Pilots across South Africa
· lessons have informed the System Bill
· produce a quarterly newsletters to all municipalities to share best practice
· produced an IDP manual for aIl municipalities
· Assessed the status of IDPs across South Africa
Plans for the next year:
· to implement the support programme in all 46 districts in South Africa
· to promote IDP for strategic sustainable development and local economic growth
· to leverage additional funds to support this programme
produce guidelines to all municipalities on the IDP provisions in the Systems Bill
draft regulations in line with the provisions of the Systems Bill

THE MUNICIPAL SERVICE PARTNERSHIPS PROGRAMME

Aim: to leverage resources from the private sector, NGO's/CBOS, public and international communities to primarily support government's infrastructure programme.
Strategic Objectives:
· to establish an enabling environment to facilitate the leveraging of resources from a range of sectors including the private sector, NGOs etc.
· to monitor the implementation of municipal partnerships projects to assist in building the capacity of municipalities in engaging in MSPs

THE MUNICIPAL SERVICE PARTNERSHIPS PROGRAMME

Achievements to date:
· production of a draft white paper to be released in April 2000
· training of over 150 municipalities in MSPs
· leveraging of funds through the work of the MHU
· provided the MHU with strategic direction
· drafted Chapter 7 of the Systems Bill
· facilitated the debate on MSPs with the unions through the Sectoral Forum
Plans for the next year:
· to consolidate the NGOs/CBO partnership programme
· to consolidate the public-public partnership programme
· to set up a support unit particularly in the above sectors
· to produce a white paper on MSPS
· to produce guidelines for municipalities on various elements of the MSPs process
· to produce an annual report on the status of MSPs in South Africa

THE CONSOLIDATED MUNICIPAL INFRASTRUCTURE PROGRAMME

Aim of the Programme:
· To provide funding to municipalities in order to address the municipal infrastructure backlogs by providing the basic levels of infrastructure in line with the objectives of the RDP
Strategic Objectives of the Programme:
· To develop a robust municipal infrastructure investment programme of government
· To strategically manage this programme in the context of national, provincial and local infrastructure plans
· To monitor, review the performance of the programme and the extent to which it is meeting the backlogs as initially intended through MHF
· To implement changes necessary in the context of reviews, local dynamics and change in government policy
· To use the programme as a catalyst for local economic development

THE CONSOLIDATED MUNICIPAL INFRASTRUCTURE PROGRAMME

Achievements to date
· obtained approval from cabinet to redirect the programme to make it more developmental
· programme now relevant in vural contexts
· over 500 projects have been completed
Plans for the next year
· to use the 2000/2001 financial year as a pilot year for the rural component of the programme
· create interdepartmental synergies to address backlogs at all three spheres of government
· review MIIF and address the outcomes from the review
· put in place a much more robust monitoring and evaluation function
· undertake a structured capacity building programme on infrastructure delivery

THE LOCAL ECONOMIC DEVELOPMENT PROGRAMME

Aim of the Programme:
· to encourage and promote local economic development for the empowerment of communities
Strategic objectives:
· to develop a national support system for LED
· to establish and provide appropriate funding mechanism to support LED
· to empower local communities to participate and become actors in LED
· to create the necessary consciousness in municipalities to proactively involve themselves in the creation of LED in their areas
Achievements to date
· obtained funds - R42 million for 1999/2000 (August)
· established a management system for LED
· appointed the programme manager: LED
· launched the fund and publicised the programme across the country

THE LOCAL ECONOMIC DEVELOPMENT PROGRAMME

· developed a draft policy paper on LED
· produced guidelines on LED to empower municipalities
· conducted provincial workshops for LED implementation in all 9 provinces
· established provincial task teams for LED to synergise provincial Growth and development strategies and SDls
· approved 47 projects aimed at producing over 13 000 long-term jobs (estimates)
· developed a strategic plan for the next 5 years
Plans for the coming year:
· to finalize the LED Policy
· to obtain additional funds for the programme (given the R779 million request from municipalities the R300 million requested is negligible)
· to work closely with other departments to enhance the impact of LED
· to consolidate the work of the provincial teams on LED
· to provide guidance to municipalities on LED

THE SOCIAL PLAN PROGRAMME
Aim of the Programme:
· to provide funding to municipalities to undertake regeneration studies where retrenchments have taken place
· to contribute significantly towards the minimising of job loss in South Africa
· to implement the Job Summit Agreement (1998)
· to provide support to municipalities who are recipients of person who are retrenched
· to provide support to municipalities who face large scale retrenchments
Strategic Objectives:
· to strategically minimise the negative effect of job loss
· to assist municipalities to strategically identify areas of economic decline and deal with matter as part of their LED strategy

THE SOCIAL PLAN PROGRAMME

Achievements to date:
· creation of subdirectorate:Social Plan
· obtained the Social Plan Fund:R2,9million
· approved projects to the value of over R2 million
· developed a strategic plan for the next 5 years
Plans for the next year:
· to produce reqeneration policy guidelines for municipalities in consultation with other national departments
· in consultation with other national departments develop a national strategy on job loss/areas of economic decline
· develop a monitoring and evaluation strategy to refine support mechanisms where jobs have been lost and where there is economic decline
