Mazzone, Ms NW to ask the Minister of Public Enterprises
(1)Whether Alexkor SOC Ltd concluded any contracts with a certain company (name furnished) (a) in each of the past five financial years and (b) since 1 April 2017; if so, (i) what are the relevant details and (ii) what is the purpose of each contract concluded with the specified company; (2) whether Alexkor SOC Ltd ensured that the company complied with all relevant black economic empowerment legislation before contracting any services from the company; if not, why not; if so, what are the relevant details?

Alexkor SOC did not concluded a contract with a company namely Scarlet Sky Investments (SSI).The pooling and sharing joint venture (PSJV) between Alexkor SOC and the Richtersveld Mining Company (RMC) who in terms of Clause 13.3 of the Unanimous Resolution is responsible for the marketing of the diamonds concluded a contract with a company Scarlet Sky Investments 60 PTY LTD, since 2015.

SSI is responsible for the marketing, valuation, beneficiation and the selling of diamonds produced by the PSJV.The selling of the diamonds is conducted through a tender system where the diamonds are sold to the highest bidding companies.Diamonds selected for beneficiation are paid for by SSI upfront based on the tender price. SSI in terms of the contract is receiving 1.5% commission based on the value of all diamonds sold on tender after each production cycle.
