Kohler, Ms D to ask the Minister of Police [Written question 143]:

(1) Whether a certain person (name and details furnished) has been appointed in Crime Intelligence; if not, what is the position in this regard; if so, what (a) are the full details of the process that was followed in the specified person’s appointment and (b) mechanisms were put in place to prevent any potential undue influence in the appointment process; (2) whether the specified person previously worked at a certain company (name furnished); if not, what is the position in this regard; if so, what specific security sector-related expertise will her appointment contribute to law enforcement?

Reply:

(1) Yes, the person has been appointed to Division Crime Intelligence.

(a) The post of the Section Head: Technical Support Services, at the level of Brigadier, was advertised externally for all interested and qualifying potential candidates to apply. A panel was appointed to shortlist and conduct an interview process in order to recommend a suitable candidate for appointment to the position of the Section Head: Technical Support Service. The moderation Committee concurred with the recommendation of the Panel and recommended the appointment to the National Commissioner.

(b) Panel members sign a disclosure of conflict of interest and none of the members had any conflict of interest. Each panel member rates each candidate independently, this is a requirement in terms of the National Instruction 11 of 2017, Appointment to posts in the Senior Management Service, and National Instruction 3 of 2005, Assessment Centre: Salary Level 13 to 15, which was read to all panel members during the interview sitting.

(2) Yes, the individual previously worked at the specified company. The post is for a Section Head: Technical Support Services within Division Crime Intelligence and the requirements of the post are as follows:

  • The candidate must have at least a three year Degree or Diploma (accredited by SAQA on NQF level 6 or higher) in Policing, Public Administration/ Management, Law, Criminology, Forensic Investigation, Intelligence, N/ T-stream, Electrical /Mechanical Engineering or equivalent 3-year qualification relevant to the core functions of the post. An applicable post graduate qualification relevant to the core functions of the post, relevant training and development in a Middle Management Learning Programme, Leadership and Management Training Programme, and/or Programme and Project Management may be an advantage.
  • The candidate must have a minimum period of three years’ appropriate managerial experience in the field of the post.
  • The candidate must be fluent in at least two of the official languages, of which one must be English.
  • The candidate must have a valid motor vehicle driver’s license.
  • The candidate will be required to undergo a security vetting process to the level of Top Secret and obtain a security clearance of Top Secret within six months after appointment (if not already in possession of such a valid security clearance).

The core functions of the post are as follows:

  • To ensure efficient technical support and workshop services in order to identify and prevent crime. Manage the effective functioning of electronic workshop services within Crime Intelligence. Manage the radio communication workshop systems within Crime Intelligence according to generally accepted practices. Manage the effective functioning of Mechanical Workshop services within Crime Intelligence. Manage and utilise human, financial, physical and information resources in the immediate post environment in accordance with the strategies, priorities and regulatory framework of the South African Police Service (SAPS).

The appointed individual has both the relevant qualifications and experience to execute the core functions of the post at a senior management level. The appointment of the candidate will contribute to the provision of technical support service in Crime Intelligence operations. This is a specialised field, which requires technical expertise in support of Crime Intelligence operations.
