Luthuli, Mr BN to ask the Minister of Sport Arts and Culture

(1). Whether, given that little attention is accorded to the arts and culture sector while the sports sector is at the forefront of news in the Republic, there are any plans to conduct a comprehensive review of the SA Cultural Observatory's current role and effectiveness in the cultural landscape; if not, why not; if so, what are the relevant details. (2). whether his department has any plans to initiate and/or enhance direct dialogue with arts advocacy organisations such as the SA Arts and Culture Youth Forum, Sustaining Theatre and Dance Foundation, Im4theArts and others; if not, what is the position in this regard; if so, how does he intend to incorporate the perspectives and recommendations from the advocacy organisations into the policies and programmes of his department?

Reply:

(1). The statement that little attention is accorded to the Arts and Culture sector while the sport sector is at the forefront of the news in the republic needs to be viewed in context. In a period where there are Olympics and many other major sporting events, it is understandable that Sport might be more dominant in the news than Arts and Culture in that particular year.

Regarding the South African Cultural Observatory (SACO), it is important to note that SACO was appointed as a service provider entrusted with conducting research as per the approved research agenda by the department of sport, arts, and culture. At the moment, SACO’s current contract is expiring in 2028.

On an Annual Basis, SACO conducts research and presents outcomes on the approved research agenda for that particular year. For this year, the observatory is seized with producing sixteen (16) research documents as part of the 2024/25 fiscal year.

On an ongoing basis, the department monitors the defined measurable outcomes for the research work done by SACO. On a bi-annual basis, the department also convenes a research conference where academics, researchers, practitioners and ordinary artists and art activists are invited to receive the presentation by SACO and critique the work.

(2). The Department has been actively engaging with arts advocacy and sector organisations, including those mentioned. Recently, the Ministry has met with these organisations, both individually and collectively, during a Bosberaad. Their submissions, through presentations and oral representations, are integral to the Ministry's ongoing efforts to develop interventions and programmes that unite all stakeholders toward a common goal.
