Whether, considering that very few South African citizens could afford luxury seafood restaurants, he will (a) engage with local fishing communities and recreational West Coast Rock Lobster (WCRL) divers/fishers to conduct a more accurate recording of WCRL populations than the previous administration and (b) consider opening more weekends to recreational WCRL divers during the WCRL season, thereby giving more citizens access to the resource while also weakening the black-market for this resource and the criminal networks it feeds; if not, why not; if so, what are the relevant details in each case?
