Douglas, Mr WM to ask the Minister of International Relations and Cooperation
(a) What are his plans to address the issue of cadre deployment within his department and (b) how will his department ensure that diplomats are selected based on merit and are fit for purpose?
Reply:
The President has the prerogative to appoint Heads of Mission in terms of Section 84 (2) (i) of the Constitution.
The Foreign Service Act specifies the requirements for the appointment of a Head of Mission, which is implemented by my Department.
