Meeting Summary

The Committee met to commence the consideration of the correspondence in relation to the  Amajuba District Municipality, and the draft reports of this Committee into the oversight visits to  Mohokare and Xhariep District Municipality, as also the draft report into intervention in the ,  Ditsobotla Local Municipality.  The Chairperson stated that the implication of these reports was that they called for intervention into these districts. They would be further discussed at the next meeting and a report would thereafter be submitted to the House.

The Committee had further resolved to seek advice from the House on how to proceed with National House of Traditional Leaders Bill and the Traditional Leadership and Governance Framework Amendment Bill, in view of the fact that both Bills had been contested by the major stakeholders, who commented that they were not sufficient in their present form. The Chairperson tabled a letter to the Committee Chairperson, noting these concerns, and said that a report would be made to the House accordingly. Members agreed that the letter was in order.

Reports on Xhariep and Mohokare District Municipality, Ditsobotla Local Municipality, Amajuba District Municipality
The Chairperson asked the Committee to consider the reports and correspondence tabled at the meeting, so that Members would have worked through them by the time of their next meeting. He noted that there was correspondence concerning the Amajuba District Municipality, and the draft reports of this Committee into the oversight visits to Mohokare and Xhariep District Municipality, as also the draft report into intervention in the Ditsobotla Local Municipality.  He noted that he would also meet with the Secretariat as the reports concerned intervention into municipalities.

The Chairperson noted that the reports would need to be refined at the next meeting. They needed to be completed for consideration by the House, as intervention into a municipality was a role of the National Council of Provinces.

National House of Traditional Leaders Bill and Traditional Leadership and Governance Framework Amendment Bill
The Chairperson referred members to a copy of a letter written to the Chairperson of Committees, concerning the National House of Traditional Leaders Bill and the Traditional Leadership and Governance Framework Amendment Bill. This letter reflected that it had been the view of the major stakeholders and traditional leaders that more work needed to be done on the two Bills before they could be processed. In light of these concerns, the Committee was doubtful as to whether it should proceed with the Bills in their present form. It therefore wished to report to the House that the Committee did not consider that it had authority at present to deal with the Bills. The Committee thus wished to request the advice of the House on how to proceed. 

Mr Z Ntuli (ANC; KwaZulu-Natal), supported the Chairperson and the letter, and Members resolved that this was in order.
