Meeting Summary

The Committee considered its reports on the 2008/9 Budgets of the Independent Complaints Directorate (ICD) and the Department of Safety and Security. The Committee raised concerns regarding the format of the two documents as well as technical drafting concerns. Other concerns raised included the amendment of the Police Act which had been pending for the past ten years, and the ICD was requested to forward any possible research projects to the Committee. Both reports were adopted with amendments.

Committee Report on Independent Complaints Directorate (ICD) 2008/9 Budget
The Committee worked through the Report and effected certain technical and grammatical amendments.

Ms A Van Wyk (ANC) pointed out that the ICD should provide legislative proposals that would strengthen its functioning. The Committee had raised that idea several times.

The Chair agreed.

Ms D Kohler Barnard (DA) stated that the ICD should forward any research projects that were currently in progress to the Committee.
 
The Committee adopted the Report with amendments.

Committee Report on Department of Safety and Security 2008/9 Budget
The Committee worked through the Report and effected certain technical and grammatical amendments.

The Chair suggested that the Report should deal with matters discussed in previous meetings with the Department.

Ms Van Wyk stated that the Department should be advised not to shift funds from programme to programme. There were serious concerns regarding the amendment of the Police Act which has been pending for ten years.

Ms Kohler Barnard mentioned that progress within the South African Police Service (SAPS) was ineffective

The report was adopted with amendments.

The meeting was adjourned.
