Draft Committee Report on Fourth Quarter Expenditure
The Chairperson took the Committee through the Report. The committee effected vernacular, grammatical and structural amendments.

Mr G Schneeman (ANC) raised concerns about the input received from recent departmental public hearings and suggested that the information presented at the hearings be included in the Report.

The Committee was of the view that various departments needed to provide specific reasons for under-expenditure.

The Chairperson confirmed that the Committee had requested written feedback from the Departments of Agriculture, Housing, Transport and Home Affairs in the form of comprehensive reports with specific reasons for under-expenditure. Thus far only the Department of Agriculture had responded.

The Chairperson noted that the Department of Transport still needed to submit reports and that the Department of Home Affairs still needed to submit the EHanis Project Report. Reports that were still outstanding from the Department of Housing were the Housing Projects Report, the Report on Goods and Expenditure and the Report detailing the breakdown of vacancies.

The Chairperson said that, notwithstanding the deviations in expenditure, the Report was inclusive of footnotes from the National Treasury which took into account the most recent information on expenditure.

The Chairperson confirmed that it was waiting on reports from the Departments’ of Transport, Home Affairs and Housing. Those departments had been given a deadline and needed to give feedback so that the Committee could formulate a more comprehensive report.

The Committee emphasized that there was a need for more effective control of funds that were transferred.

The Committee agreed that it would meet on 17 June 2008, hopefully with substantial feedback from the outstanding departments.

The Chairperson added that a press release would be released on 17 June 2008 and that the Committee would adopt the Report on Friday 20 June 2008.
