Meeting Summary

The Committee discussed the First-term Committee Programme and effected certain amendments. The Programme would be adopted at the next meeting.

The Committee held discussions on its oversight function and strategies that could be put into place to better exercise that function. The issue of the transferal of property, including movable assets and the implementation of energy efficient buildings was discussed.

Committee First Term Programme and oversight challenges discussed
The Chairperson discussed the Committee’s First Term Programme with the Committee and asked if they wanted to make any additions. It was noted that the framework dates were subject to change and it was requested that the Committee prioritize their schedule accordingly. It was suggested that an oversight visit be conducted in the provinces during the recess period.

Mr J Blanche (DA) was concerned about the enforcement of the Committee’s oversight function and the implementation of better strategies. The issue of the rebuilding of bridges lost in the 2001 floods should be added as an additional agenda to the Committee’s 2008 programme.

The Chairperson requested that the Committee conduct an exercise to clarify each member’s definition of ‘oversight’. If a non collective view of oversight was received, the matter would be added as an item to the Committee’s forthcoming workshop. 
 
The Committee agreed that a final draft of the Committee Programme with all outstanding issues  be added and adopted at the next meeting.

The transferal of vacant property, including movable assets and the implementation of energy efficient buildings
Mr Blanche was deplored by the state of vacant property in the provinces. It was noted that part of the problem stemmed from the period in which property was vacant during the transferal of property window.

Mr H Cupido (ACDP) suggested that the Committee look at policies dealing with property not in use anymore, and referred to the City of Cape Town’s mayoral demolishing process. The demolishing of dilapidated buildings was imperative as it served as a breeding ground for disease and pestilence, and this included train stations that were not currently in use.

Ms C Romotsamai (ANC) noted that the primary issue was to first identify the neglected assets.

Mr L Maduma (ANC) proposed additional research to be done on the matter.

Mr S Opperman (DA) proposed that movable assets also be included.

Mr Blanche noted the implementation of energy efficient buildings as another way to save energy in the Eskom energy crisis.

The Chairperson left to attend another meeting and appointed Ms C Ramotsamai (ANC) to chair the meeting’s conclusion. 

Upcoming Committee Workshop
It was agreed that the one day workshop be held on 11 March at a venue in close proximity to Parliament. Possible venues were discussed.
