SUMMARY
The Committee’s Annual Report was not ready as it was still in the draft process. The Chair would inform Members should the Committee need to meet before January 2007. Members were requested to familiarise themselves with the Knysna and City of Cape Town Municipalities oversight reports as well as the Parliamentary Programme Framework for 2007, which would be considered in greater detail at a later stage.

MINUTES
Draft Committee Annual Report
The Chairperson informed the Committee that its Annual Report was not ready as it was still in the draft process. The meeting could thus not move forward without it.

Mr K Khumalo (ANC) said that he was very worried that the Report was not ready and asked for the reason. He stated that the Committee had worked hard the whole year. He suggested that the Committee meet again later in the week because he was concerned about the implications of only considering the Annual Report next year.
 
The Chairperson replied by assuring the Committee that he would take care of the problem. He would then communicate with them and inform them should it be necessary to meet again in the week. He did not believe that the not passing the Annual Report in 2006 would have significant implications on the work of the Committee.

Adv P Swart (DA) doubted whether there would be any implications if the Report were adopted in January.

Committee Report on Oversight Reports
The Chairperson requested Members to consider the Committee’s oversight reports to the City of Cape Town Municipality on 7 August 2006 and to the Knysna Municipality on 8 august 2006. The Committee would then consider both Reports in greater detail at a later stage.

Parliamentary Programme Framework 2007
The Chairperson encouraged Members to go through the programme for 2007, but detailed discussion on it would only take place in early 2007. There was no discussion on this item.

The Committee adopted its minutes of 18, 23 and 29 August, 5, 7 and 12 September and 10 October 2006.

The Chairperson noted that there were no further questions and comments, and adjourned the meeting.
