These minutes were provided by the Committee clerk, Mr Keith Williams

MINUTES
The Chairperson opened the meeting and welcomed members present. He expressed the wish that members were well rested after the recess, and he then read the apologies. Mr Kgware expressed disquiet at the absence of certain members, as this would mean that the committee would not be able to conduct its business properly.

Consideration of MCM's response to study tour report of visit to fishing areas
It was decided to postpone this item until a quorum was present to formally adopt the study tour report.

Consideration of committee's programme for third term 2001
The programme (See Appendix below) was approved with the following two additions:

There was a request from Mr A E van Niekerk for a briefing on the regulations on the Meat Safety Act.

The Chairperson requested an urgent briefing by the Minister of Agriculture and Land Affairs on policy and progress on land restitution and redistribution in South Africa.

Consideration of position on international tour
All members present expressed disquiet at the proposed rule that select committees should only travel internationally once in a three-year cycle. As there had been no consultation on this, the committee mandated the chairperson to join with chairpersons of other select committees to contest the ruling.

In future, the committee should look into the possibility of one or two members accompanying the relevant portfolio committees on their travels. The possibility of more than one country being visited on an international trip should also be investigated.

In the meantime, it was proposed that the committee secretary go ahead with preparations for a tour to Argentina this year. He should also look into the possibility of touring Belgium on the same trip.
