ADDRESS BY MINISTER MADUNA

Minister Maduna was represented by counsel, Advocate Naidu SC, who began to take the committee through his heads of argument. He was interrupted because the house had to sit to pass the Minister of Finance's Supplementary Appropriations Bill; then it was time for President Clinton to arrive, so the hearing was adjourned.

His main point appears to be that Rule 99 under which he has been charged only applies to debates and that his comments were made during a response to parliamentary question.
