SUMMARY
The voting that took place on 17 March 1999 on certain of the above-mentioned bills was declared invalid (Arms & Ammunition Bill [B32-99]; Military Discipline Supplementary Measures Bill [B31B-99];) as the bills had not been formally referred to the Select Committee on Security and Justice by the National Assembly at the time the were voted on. Consequently re-voting took place in this meeting. All the bills were passed by the Committee, except for the Judicial Matters Amendment Bill. A meeting will be held on 24 March to vote on this bill.

MINUTES
The Chairperson, Mr M Moosa, opened the meeting by explaining that the Judicial Matters Bill had not gone through the National Assembly as the Committee had expected. This would mean that a meeting would have to be called before the end of the current sitting to decide on the matter.

Military Discipline Supplementary Measures Bill (B31B-99)
The motion of desirability was read. Mr. De Ville (FF) confirmed that he had not received a decision from his caucus and would abstain. The bill was passed without amendments.

Military Veterans Bill (B13B-99)
Chairperson Moosa stated that during the debate on this Bill it was his wish for the Minister to speak on the matter. Each party would be allowed the chance to speak during the debate due to the fact that it was an important Bill for many people.

Arms And Ammunition Amendment Bill (B32-99)
The NNP (Mr Radue), the IFP and FF objected to this bill and the DP (Mr Selfe) abstained. The bill was passed without amendments.

Prevention of Organised Crime Bill (B2B-99)
The Finance Department has been informed of the implications of this bill with regard to Schedule 5 (Direct Charges Against National Revenue Fund) of the Public Finance Management Act which does include payments in terms of the Prevention of Organised Crime Act in its list of Acts.

The Bill was passed with amendments (see below).

Judicial Matters Amendment Bill [B36-99]
The committee was briefed on this Bill. Its purpose is to amend the Justices of Peace and Commisioners of Oaths Act, 1963, the Administration of Estates Act, 1965, and the Small Claims Court Act, 19984.

The Committee decided to vote on this Bill the following day. The Chair then adjourned the meeting.
