UCT PRIVATE BILL: DISCUSSION
Documents handed out
University of Cape Town (Private) Bill
MINUTES
The meeting was delayed as Chairman Matthee (NP) waited for quorum. Upon reaching quorum, he began the meeting by introducing Advocate Wassel form the Department of Education and Registrar Aumel from University of Cape Town.
The Registrar briefly explained the bill brings UCT in compliance with the Higher Education Act of 1997; and will put into effect various internal agreements within UCT. The Student Government, the University Transition Force, the Senate and the Council have approved this bill. In the spirit of Parliament, officials attempted to stick to using plain language when writing the bill. Also, since this is a private bill, third parties are not taken into account.
Advocate Wassel added that the Minister of Education had approved and certified the bill.
The Chairman opened the floor to questions. Professor Du Toit (ANC) inquired about section 3.1 – which deals with Rhodes Will. He was worried about the horses and carriages leaving the Grootte Schuur estate, as they are designated for use for foreign heads of state. The registrar asked that that question be referred to the Director General at the President’s office.
With no other questions, the Portfolio Committee recommended that the proposal be accepted. The meeting was adjourned.
