Division of revenue in 1998/99 Budget: overview by Director-General of State Expenditure and Finance.

MINUTES

The division of revenue and its rationale in relation to the 1998/99 Budget was discussed. The presentations of the Director-Generals of State Expenditure and Finance was taken from the Budget Review without addition of further information.

The presentations included comments on the MTEF (Medium Term Expenditure) and the Budget itself, the vertical division of revenue (ie between local - provincial - national), the horizontal division of (ie between provinces) as well as reflection on the 1997/8 Budget.

Theo Lundt (NP) pointed towards differences in the FFC-recommended formula for the horizontal division as compared to the one applied by the Ministry.

Gavin Woods (IFP) questioned the rationality of the vertical division.

Ken Andrew (DP) expressed the view that the link between physical outputs and monetary outputs had been neglected.

Murphy Morobe, Chairperson of the Financial & Fiscal Commission (FFC), made selected suggestions with regard to the provisions of the Division of Revenue Bill.
