ELECTRICITY REGULATION BILL: CANCELLATION

SUMMARY
The Chair expressed his frustration at the late arrival of the Department of Minerals and Energy. After 30 minutes, the delegation arrived and Mr Alphane (Chief Director: Electricity) apologized for the delay and confusion.

Mr Alphane said that Department wanted to present the changes that they had made to the Bill since the hearings. However he emphasized that the State Law Advisers had not approved these changes yet.

Mr E. Lucas (IFP) stated that the correct procedure for the Bill had not been followed and they needed the properly approved Bill to avoid any more problems. He suggested they defer the meeting.

Mr S. Louw (ANC) agreed with Mr Lucas as they might be faced with a situation where the State Law Advisers made further changes. He made an appeal to the Department to sort out themselves.

The Chair stated that the deliberations would be deferred but that they should not have been delayed. He adjourned the meeting.
