SUMMARY
The Communications Portfolio Committee produced a short list of seven candidates to be interviewed and considered for appointment to the Board of the Media Development and Diversity Agency (MDDA) which had two vacancies. They were:

Committee Programme
Chairperson M. Lekgoro presented the draft committee programme for the October / November session and a few changes were made to the programme.

Recommendations for two Media Development and Diversity Agency board members
The Chair noted that two candidates had to be recommended to fill vacancies on the MDDA Board. The term of office of board members, Mr C Moerdyk and Ms N Ntshingila, had come to an end. The MDDA board had nine members, and Parliament appointed six, while the President appointed three of them. The Committee had recommended those members whose term had expired, and thus they had to fill the vacancies.

The Chairperson explained that they had received Mr Moerdyk’s Curriculum Vitae (CV), who had been nominated to run another term. The Committee did not have his CV when they received the last of the nominations but the MDDA board had argued successfully and had proved that they had sent it on the day of the deadline. The Committee should view this matter it as an administrative problem and accept it as a nomination.

Ms Smuts (DA) said that she certainly accepted this as the faxed date on the document was 3 October; the day of the deadline, and that its original date appeared to have been the 29 September.

The Chairperson said that they would accept the nomination. They had another two nominated applicants whose CVs were received after the deadline. He asked whether the Committee should pardon those too. Mr Khumalo (ANC) said that the CVs showed that these applicants had relevant experience and were qualified to be short listed, but since they were too late, they should not be considered.

This was accepted and Mr Lekgoro noted that they then had 23 CVs for consideration.

The Chairperson asked how many applicants they should shortlist. Mr Oliphant replied that he had not look critically at all the CVs, but he thought that they should take seven, including the one that was late. He also suggested that they should include the women applicants on the list.

Ms Smuts said that taking seven onto the shortlist was good, but asked why Mr Oliphant wanted all the women to be included. Mr Oliphant responded that there were three women on the MDDA board, and that any or all of woman applicants should be considered.

Mr Lekgoro then stated that the applicants the ANC had chosen were CV numbers 2, 5, 6, 8, 9, 11, 18 and 22 (see document).

Ms Smuts (DA) said that the Democratic Alliance had chosen CV numbers 2, 16, 17, 18, 22 and Mr Moerdyk as CV number 23.

Mr Oliphant indicated he wanted CV numbers 6 and 7.

The Chairperson asked if anyone wanted CV number 1, to which Ms. Smuts replied that sometimes people would want to apply for MDDA funding for public radio stations. The Chairperson said that he had wondered whether any issue of conflict would arrive.

Mr R Pieterse (ANC) asked how many women were on the shortlist, saying that they wanted as many as possible as they were losing one woman from the current board, and that they should do their utmost, even if this proves to be difficult, to replace her with another woman. Currently there were four women on the nine-member Board. With one woman leaving there would only be three.

Ms Smuts pointed out that there was a surgeon amongst the list of women and asked where the relevance was in that case, but later added that she stood corrected as the candidate had finished studies at a Graduate School of Business and had financial management experience as well. She highlighted the fact that the industry appointed another three people to the board and that it certainly was a very interesting model that was in use.

The Chairperson noted that the CV number for that candidate was number 10. The Committee agree on the following shortlist, designated by CV numbers 2, 10, 11, 17, 18, 22 and 23.
