NEW PRISONS: BRIEFING

The first hour of the meeting was closed to the public.

The Correctional Services Department gave a presentation to the committee on the design and building of new prisons. It was reported that prisons in Goodwood and Malmesbury were nearing completion as well as Kokstad’s super maximum prison. This maximum prison would accommodate 1 440 inmates, with Section A and Section B having 720 inmates respectively. CMAX prisons would have no open windows, only artificial ventilation and the inmates would have separate cells, amounting to near solitary confinement. Also patrol vehicles would be in constant contact with central control. Hardcore criminals would be sent to CMAX, which would serve as a deterrent to other prisoners and criminals. The committee was informed that Bavianspoort Juvenile Prison would have educational/training facilities.

Tenders could be given to consortiums from overseas, which were registered in South Africa. However, South Africans would do the work, especially those who had been previously disadvantaged.

With regards to maintenance of buildings, the Chief Directorate would be restructured so as to increase efficiency of work. It would be restructured in such a way so that there would be, for example, a facilities director, a building director and directors for maintenance and industries.
